Comelec checking veracity of ‘hacking’ report

0

MANILA – The Commission on Elections (Comelec) is looking into reports that its systems have been compromised.

“With no independent verification that a hack has indeed taken place, one thing immediately stands out: the article alleges that the hackers were able to ‘download files that included, among others, usernames and PINS (personal identification numbers) of vote-counting machines,’” Comelec spokesperson James Jimenez said in a statement late Monday, referring to the report published by a newspaper about the supposed hacking.

“The fact, however, is that such information still does not exist in Comelec systems simply because the configuration files – which includes usernames and PINs – have not yet been completed.”

However, there is a need to check the veracity of the report, Jimenez said.

“This calls into question the veracity of the hacking claim. As for the rest of the allegations made, please note that the article offers scant substantiation for its assertions despite claiming that the authors had ‘verified that there was an ongoing hack.’ Indeed, the article does not even offer proof of such verification,” he added.

He also assured the public of the poll body’s full and scrupulous compliance with the Data Privacy Act, as well as its continuing cooperation with the National Privacy Commission.

At the same time, Jimenez invited the authors to shed light on their allegations, particularly the “verification” they claim to have carried out.

“Considering that ‘news’ like this could potentially damage the credibility of the elections, the Comelec stands ready to pursue all available remedies against those who, either deliberately or otherwise, undermine the integrity of the electoral process,” he said.

He assured that the poll body will continue its efforts to validate the assertions stated in the article. (PNA)

10 NPA rebels surrender in Sultan Kudarat

0

Ten demoralized communist New People’s Army guerrillas have surrendered to the military in Palimbang town of Sultan Kudarat province, an Army official here said Thursday.

“The surrenderers wanted to start life anew by living peacefully,” said Major Gen. Juvymax Uy, Army’s 6th Infantry Division commander and concurrent chief of the Joint Task Force Central (JTFC). The NPA batch yielded on Wednesday afternoon to security forces in Palimbang town.

The rebels also turned in nine assorted firearms and ammunition during their surrender to the Army’s 37th Infantry Battalion (37IB) in the area.

Uy lauded the decision of the former NPA rebels to abandon the communist organization and choose a peaceful life with their families and with the community.

“Our efforts to defeat the NPA have been relentless. Along with the local government units, non-government, and civil society organizations, we have sustained the call for the misguided rebels to surrender and return to the folds of the law,” Uy said.

“At the same time the security forces had sustained our focused military operation targeting the communist rebels who refused to work with the government and continues to threaten the communities,” he added.

The military declined to reveal the identifies of the NPA surrenderers for security reasons.

Lt. Col. Allan Van Estrera, the 37IB commander, said the rebels turned in an M203 rifle, an M16 rifle, a Browning automatic rifle, three M1 Garand rifles, two Springfield rifles with scopes, and one M79 grenade launcher.

Col. Ali Luis Macawaris Jr, deputy commander of the 603rd Infantry Brigade whose unit has operational control over the area, said the surrenderers belonged to the weakened Daguma Front, Sub-Regional Committee Daguma, Far South Mindanao Region operating in the tri-boundaries of Sultan Kudarat, South Cotabato, and Sarangani provinces.

More than 100 NPAs have surrendered to the government this year through the JTFC.

The Communist Part of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

Abu Sayyaf Subleader timbog sa Batangas

0

A sub-leader of the Abu Sayyaf group was arrested by agents of the National Bureau of Investigation (NBI) and Armed Forces of the Philippines (AFP) during a law enforcement operation in Batangas, according to John Consulta’s “24 Oras Weekend” report on Saturday.

The NBI said the arrested suspect, known by the alias “Abu Assad,” was a subordinate of Abu Sayyaf leader Isnilon Hapilon who was killed during the attack on Marawi City.

The arrested subleader was allegedly involved in abduction cases and attacks in Mindanao. He has been residing in Batangas for almost two years.

“May kinalaman sa kasong kidnapping with serious illegal detention sa Golden Harvest Plantation kidnapping case kung saan maraming namatay, dalawa ron eh napugutan ng ulo. Bago pa sila makapag-plano ng malaking pag-atake eh naaresto na natin sila,” Lawyer Gregorio Zuñiga, chief NBI – Counter Terrorism Division, said.

(He was involved in a kidnapping case with serious illegal detention at the Golden Harvest Plantation where many died, two were beheaded. Before they could plan a big attack, we arrested them.)

He is currently detained at the NBI detention facility.

“Magba-backtrack tayo sa ibang kasamahan ng ating naaresto para mas maging ligtas ang ating kaPaskuhan at Bagong Taon,” NBI Director Eric Distor said.

(We will backtrack on his other colleagues for us to have a safe Christmas and New Year.)

According to the NBI, the Anti-Terror Act was a big help to their anti-terrorism efforts.

The Supreme Court earlier declared two parts of the controversial Anti-Terrorism Act of 2020 as unconstitutional following months of oral arguments.

President Rodrigo Duterte signed the anti-terror bill into law last July 2020.

House OKs mandatory SIM card registration

0

The House of Representatives on Monday approved on third and final reading the measure requiring the registration of Subscriber Identity Module (SIM) cards.

With 181 affirmative votes, six negative votes, and no abstention, the chamber passed House Bill No. 5793 or the “SIM Card Registration Act”, which aims to help law enforcement agencies in tracking down lawless criminals who use mobile phones with postpaid and prepaid SIM cards to pursue nefarious activities, such as kidnapping for ransom and petty crimes like theft.

Under the bill, every public telecommunication entity (PTE) or direct seller shall require the end user of a SIM card to present a valid identification with photo to ascertain the latter’s identity.

The end user shall be required to accomplish and sign a control-numbered registration form issued by the PTE or direct seller.

It mandates all PTEs to maintain a SIM card register of their subscribers and submit the same to the Department of Information and Communications Technology (DICT) every six months.

It provides for a confidentiality clause that prohibits disclosure of any information of a subscriber, unless upon subpoena or lawful order from a competent court or written request from law enforcement agency in relation to an ongoing investigation, that a particular number requested is used in the commission of a crime.

It also mandates the registration of existing prepaid SIM card phone subscribers.

Failure to comply with this provision with the prescribed period shall lead to automatic deactivation of services. (PNA)

NPA death toll in Army ops in Iloilo town climbs to 9

0

ILOILO CITY – The death toll in the clash between New People’s Army rebels and government soldiers in Barangay Alimodias, Miagao, Iloilo last December 1 has risen to nine as the military on Friday continued to confirm and identify the fatalities.

Major General Benedict Arevalo, commanding officer of the 3rd Infantry Division (3ID), said the latest identified fatality was Joven Ceralvo, alias Lex, the commanding officer of the Southern Front (SF) operational command and at the same time deputy secretary of the SF Committee.

The 301st Infantry Brigade in a press statement earlier identified the eight fatalities with the help of former rebels and the Scene of the Crime Operation (SOCO) of the Philippine National Police (PNP).

They were Roger Pedro alias Lim/Gurang, from San Remigio, Antique; Leonard Taburete alias Tatang/Toms, and Liezel Tacuel alias Dayday/April/Jare, both from Tubungan; Gerly Tejeros alias Elay from Tigbauan; certain Inday/Jeboy from San Joaquin; and Rica Nudgara alias Amber from Miagao; Eugene Estopido Talibo alias Africk from Igbaras, all from Iloilo; and Juveniel Sandig alias Francis, with no indicated address.

Pedro, according to Arevalo, was the vice commander of the Suyak Platoon of Southern Front, Komiteng Rehiyon-Panay while Tejeros, wife of Ceralvo, served as an instructor of the SF.

The rest occupied various posts in their respective platoons.

“Our clearing and pursuit operations still continue as of now. We are still confirming reports of more death and wounded from their group,” Arevalo said in an interview.

He added that possibly the death count would increase to 16 or 17 and a dozen more could be wounded given the number of casualties.

The Army commander said that there were 70 rebels in the hideout when they launched an offensive after receiving reports of the NPA’s plan to “attack the nearby detachment and conduct extortion activities, especially to businessmen and political candidates.”

“They are planning a big hit for their offensive so they have something to brag about during their anniversary on Dec. 26,” Arevalo added.

The CPP is set to mark its 53rd founding anniversary this year.

“Let this be a lesson to them that they are not confronting Boy Scouts. The Armed Forces is a well-capable and a formidable force. Seventy armed men is not an easy opponent. We have to bring in all the might and fire power of the Armed Forces in these kinds of operations,” he said.

After the operation, the Army recovered assorted firearms, six anti-personnel mines (APMs), 14 backpacks, two commercial radios, five detonators, a generator set, four cell phones, electrical wires, assorted magazines, subversive documents, and other personal belongings.

Arevalo added that the message is for them to lay down their arms and surrender if they don’t want to get hurt or get killed in encounters.

Meanwhile, 301st Infantry commander B/Gen Marion R Sison, Commander has extended his deepest sympathies to the family of the dead rebels.

“Once again, we urge the remaining members of the CNTs (CPP-New People’s Army Terrorists) to go back to the government fold while you still have chance. We, your Army, are always willing to help you to live a peaceful life,” he said in a statement.

He added that the Philippine Army will assist the surrenderers to avail of the Enhanced-Comprehensive Local Integration Program (E-CLIP) for them to start a new life with their families.

The brigade commander also expressed his gratitude to residents for providing them with vital information.

The bodies of the slain rebels are currently in a funeral parlor in Miagao.

Their families will be given the chance to retrieve their cadavers, otherwise, they will be given to their respective local government units for proper burial.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)
