NPA recruiter abandons group after 6 years

BUTUAN CITY – A female recruiter and health officer of the communist New People’s Army (NPA) operating in Surigao del Sur in the last six years recently surrendered to authorities in Agusan del Norte, a police official said Friday.

Maj. Dorothy Tumulak, information officer of the Police Regional Office in Caraga (PRO-13), said alias “Ason”, of Diatagon, Lianga, Surigao del Sur, gave herself up to the Cabadbaran City police on Wednesday.

“Ason surrendered in Cabadbaran City with the help of former rebels. She has been an active NPA recruiter for more than six years in Surigao del Sur,” Tumulak said.

She said the surrenderer used to work under the Sandatahang Yunit Pampropaganda, Guerrilla Front 19, of the NPA’s Northeastern Mindanao Regional Committee.

Tumulak said Ason’s surrender was the result of the continuing efforts of PRO-13 to end the local communist armed conflict in the region.

“The surrender of Ason will greatly affect the recruitment activities of the NPA in Surigao del Sur and other parts of Caraga Region,” she said.

In a statement, Brig. Gen. Romeo Caramat Jr. the PRO-13 director, said Ason has been an active NPA guerrilla since November 2015, operating in the mountainous area of Diatagon in Lianga town and other parts of Surigao del Sur.

“She renounced her commitment from being a rebel after realizing the deceptions and lies. She has awakened to the sincerity of the government in providing support to rebels who would wish to change their lives peacefully,” Caramat said.

He added that PRO-13 will continue to work to defeat the insurgency, alongside the directives of Philippine National Police chief Gen. Dionardo Carlos to strengthen the fight against the communist insurgency in the country.

Ason will undergo processes and assessments for her enrollment to the Enhanced Comprehensive Local Integration Program of the government, Caramat said.

Comelec suspends and halts implementation of deal with Rappler

The Commission on Elections (Comelec) has suspended the implementation of its agreement with Rappler for voter information after Solicitor General Jose Calida asked the Supreme Court to void the deal.

In a memorandum addressed to Comelec spokesperson James Jimenez, acting Comelec chairperson Socorro Inting said it was “judicious for the Commission to hold in abeyance the implementation of the provisions of the MOA (memorandum of agreement) until the issues are settled and/or a decision of the court is rendered.”

“All actions in connection with the MOA shall be deferred including coordination between the Commission and Rappler on matters of the MOA,” Inting said.

Under the MOA, Rappler will help Comelec in its voter information campaign by holding election-related shows, podcasts, workshops, seminars, having a precinct finder and a fact-checking site.

Calida had asked Comelec to revoke the deal with Rappler for allegedly violating the Constitution and giving the website “undue delegation” of the poll body’s authority with regard to the upcoming elections.

The media website founded by Maria Ressa is also accused of violating the State policy to “be fully independent (from foreign interference)” and supposedly having “a record of reporting false and grossly biased information.”

Over 800 Legazpi farmers get free fertilizers

LEGAZPI CITY – At least 815 members of the Legazpi City Farmers’ Association received fertilizer assistance from the Department of Agriculture (DA) on February 26 and 27.

Shiela Nas, City Agriculture Office (CAO) chief, said these farmers are officially enrolled with the Registry System for Basic Sector of Agriculture (RSBSA) as required by the DA.

“We gave them a coupon worth PHP1,500 for half hectare rice field and PHP3,000 for one hectare and converted it into urea fertilizers as part (DA’s) Hybrid Cluster Voucher Program (HCVP),” she said in an interview Sunday.

Nas said farmer beneficiaries will be using their fertilizers for planting hybrid and inbred palay seeds in their respective farmland to harvest more yields and increase their income.

“Presently, we have 525 hectares of rice field in Legazpi that produce an average of 120 bags per hectare of hybrid palay and 90 bags of certified seeds palay,” she added.

Nas said the planting materials of hybrid palay and fertilizers have been given for free to the farmers as part of DA’s subsidization program to boost livelihood, especially of those engaged in the agricultural sector.

She said planting hybrid palay is good for rainy days or in agricultural areas with good irrigation to ensure there is enough supply of water as needed in every cropping season.

Rico Arango, member of Banquerohan Farmers Association (BFA), said he is “very thankful” for the fertilizer aid as it can be used for planting palay to improve the harvest, adding that palay is heavily dependent on fertilizers.

“The members of the agricultural sector who are mostly farmers are considered poor families in the community. But through these free fertilizers, we can avoid lending with high interest,” Arango said.

The 416 farmer beneficiaries are residents of the villages of Maslog, Cagbacong, Banquerohan, Bariis, Buenavista, San Francisco, Imalnod, Taysan, and Mariawa in the southern portion of the city.

The other 399 beneficiaries of the program are from Barangays Bonga, Pawa, Bogtong, Matanag, Dita, Padang, San Joaquin, Buyuan, Bagong Abre, Bigaa, Arimbay, Tamaoyan, and Rawis in the northern part of the city.

These include the areas of Puro, Buraguis, and East Washington from the downtown city with agricultural areas. (PNA)

5 rebels killed in Davao de Oro clash

DAVAO CITY – Five members of the communist New People’s Army (NPA), including an alleged indigenous peoples (IP) recruiter, were killed in an encounter Thursday in Purok-8, Barangay Andap, New Bataan, Davao de Oro, the 10th Infantry Division (10ID) said Friday.

In a statement, the 10ID identified the slain NPA members as Chad Booc, Jojarain Alce Nguho ll (alias Rain), a certain alias Daday, and two still unidentified men.

Booc was one of the those arrested at the University of San Carlos (USC)-Talamban Cebu City in February last year for alleged trafficking of IP members in Talaingod, Davao del Norte.

He was later ordered released, together with six others, by a local court in May 2021.

Booc, 27, graduated cum laude from the University of the Philippines-Diliman with a Bachelor of Computer Science degree.

The military previously said he was a recruiter for the NPA even during his student days.

After college, he volunteered as a Mathematics teacher at the Alternative Learning Center for Agricultural Development (ALCADEV) Lumad School in Lianga, Surigao del Sur, and later on at USC.

Nguho graduated from Liceo de Davao Tagum and was likewise a volunteer teacher at Community Technical College of Southeastern Mindanao, Inc. (CTCSM) in Barangay Lapu-Lapu, Maco, Davao de Oro.

Brig. Gen. Jesus Durante III, commander of the 1001st Brigade, said the neutralization of Booc, proved that so-called IP schools like ALCADEV, Mindanao Interfaith Services Foundation, Inc., Salugpungan Ta’ Tanu Igkanogon Community Learning Center, and CTCSM, are breeding grounds of the communist NPA.

“It is in these institutions where innocent IP children are being radicalized and influenced to take up arms against the government,” he said in a statement.

Durante called on parents whose children are still with the institutions to take action.

“Rescue your children immediately before it’s too late. Seek help from the authorities so that we can eventually rescue them,” Durante added.

After the 15-minute firefight between the troops of the 1001st Infantry Brigade and members of the NPA’s Southern Mindanao Regional Committee, believed to be led by Eric Jun Casilao (alias Wally/Ellan) and Leo Lacumbo (alias Ole), soldiers also recovered an M653 rifle, a caliber-.45 pistol, one hand grenade, one anti-personnel mine, assorted food supplies, and personal belongings.

Maj. Gen. Nolasco Mempin, commander of the 10ID, condoled with the families of the slain communists and encouraged the others to lay down their arms and abandon the armed struggle to avoid being killed.

“We have warned them multiple times to peacefully surrender to the government. However, they chose to resist to continue the bloodshed that resulted in their demise. Together with their former comrades, we again urge the remaining members of the CTG (communist terrorist group) to return to the fold of the law,” he said.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973. (PNA)

16 organizations linked to Reds designated as ‘terror groups’

MANILA – The Anti-Terrorism Council (ATC) named 16 underground organizations linked to the Communist Party of the Philippines-New People’s Army (CPP-NPA) as terrorist groups.

In Resolution No. 288 (2022) dated Jan. 26 and signed by ATC vice-chairperson and National Security Adviser Hermogenes Esperon Jr., the ATC found probable cause to designate the following organization as “terrorist groups of persons, organizations or associations” based on verified and validation information, as well as testimonial and documentary evidence:

— Revolutionary Council of Trade Unions (RCTU);

— Katipunan ng mga Samahang Manggagawa/Federation of Labor Organizations (KASAMA);

— Pambansang Katipunan ng Magbubukid/National Association of Peasants (PKM);

— Malayang Kilusan ng Bagong Kababaihan/Patriotic Movement of New Women (MAKIBAKA);

— Kabataang Makabayan/Patriotic Youth (KM);

— Katipunan ng Gurong Makabayan/Association of Patriotic Teachers (KAGUMA);

— Makabayang Samahang Pangkalusugan/Patriotic Health Association (MASAPA);

— Liga ng Agham Para sa Bayan/League of Scientists for the People (LAB);

— Lupon ng mga Manananggol para sa Bayan/Committee of Lawyers for the People (LUMABAN);

— Artista at Manunulat ng Sambayanan/Artists and Writers for the People (ARMAS);

— Makabayang Kawaning Pilipino/Patriotic Government Employees (MKP);

— Revolutionary Organization of Overseas Filipinos and their Families (COMPATRIOTS);

— Christians for National Liberation (CNL);

— Cordillera People’s Democratic Front (CPDF);

— Moro Resistance Liberation Organization (MRLO);

— Rebolusyonaryong Organisasyong Lumad/Revolutionary Organization of Lumads (ROL)

The resolution said the designation is aimed at eliminating, preventing, and suppressing the financing of terrorist acts, support and recruitment of members, and the supply of weapons to terrorists.

It added that designated terrorist organizations/associations under ATC Resolution No. 12 (2020) are “necessary and indispensable in the spotting, developing, recruitment and dispatch of cadres, given that membership in an underground organization is a requirement prior to becoming a cadre of the CPP-NPA.”

The groups had been identified by the official website of the National Democratic Front (NDF) which enumerated these underground organizations as its “member organizations.”

The resolution also said CPP founder Jose Maria Sison, in his keynote speech for the NDF’s 48th anniversary in April 2021, identified these underground organizations, along with the CPP-NPA, as allied organizations of the NDF.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the ATC on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973. (PNA) – bny

North Cotabato bus bombing mastermind killed in an encounter with Army forces

0

Five days after the tragic Mindanao Star Bus bombing along the national highway of Aleosan, North Cotabato, Philippine Army forces belonging to the 6th Infantry (Kampilan) Division neutralized the mastermind of the bombing attack along with three other extremists during a manhunt operation in Carmen, North Cotabato on January 15, 2022.

Major General Juvymax Uy, Commander of the Joint Task Force Central and 6th Infantry Division, identified the mastermind as a certain Norodin Hassan alias Andot, the known Emir for Military Affairs of the Daulah Islamiya Hassan Group (DI-HG). “The death of alias Andot and 3 of his cohort only shows that justice is given to the victims of the Mindanao Star Bus bombing,” Maj. Gen. Uy said.

It can be recalled that on January 11, 2022, an improvised explosive device was set off inside a Mindanao Star Bus unit while plying along the national highway of Aleosan, North Cotabato, killing a 5-year-old child and wounding six (6) other passengers.

Philippine Army and Police Explosive and Ordnance Disposal Teams conducted a Sensitive Site Exploitation and Post Blast Investigation immediately after the incident to identify the signature of the IED and the suspects. Further, intelligence reports and information from the civilian populace helped security forces to track down the perpetrators and launched a massive manhunt operation a day after the explosion.

Col. Jovencio Gonzales, Commander of 602nd Brigade identified two (2) of the three (3) associates of alias Andot as Abdonillah Hassan alias Don and Abdonhack Hassan alias Abdon, while another one is yet to be identified. Further, numerous firearms and war materials were seized from the suspects which includes one (1) 7.62mm M14 Rifle, one (1) cal. 30 M1 Garand Rifle, several rounds of ammunition and magazines of different calibers, analog cellphones, solar panels, ICOM radios, and other subversive documents with high intelligence value.

“After we identified the perpetrators who are responsible for the bombing attack, we immediately launched the manhunt operation in order to prevent them from doing similar atrocities in other areas thus preventing further loss of lives and damaged to properties,” Col. Gonzales added.

Since the last quarter of 2021, several high-ranking Daulah Islamiya personalities have been neutralized by 6ID forces: Salahuddin Hassan, Emir of Daulah Islamiya – Philippines was neutralized by government forces in Talayan, Maguindanao on October 29, 2021; alias Adsam, Sub-Leader of DI, was neutralized on December 1, 2021, at Datu Salibo, Maguindanao; and Asim Karinda alias Abu Azim, newly appointed Emir of DI, was killed in an encounter with government forces on December 2, 2021, at Mamasapano, Maguindanao.

“Our continuous effort to go after these terrorist groups has been unyielding. There will be no let-up and slowing down against these terrorists who continue to attack civilian populace, properties, and communities,” stressed Maj. Gen. Uy highlighting that all these accomplishments were realized with the help of the local leaders and members of the communities.

“Together let us stand against these terrorist groups. In due time we will defeat them and the people of Central Mindanao will finally realize the peace and security that they longed for,” Maj. Gen. Uy added.
