LTO Central Office, QC Licensing Center to implement 10-year license starting October 28

0

The Land Transportation Office (LTO) has an early Christmas gift for motorists who’ve been on the agency’s ‘nice list’ this year.

Starting October 28, the agency’s Central Office–Licensing Section and Quezon City Licensing Center (QCLC) will begin implementing the provision of Republic Act No. 10930 that allows for the renewal of Philippine driver’s licenses to 10 years instead of just five.

Of course, by now you know that not everyone can avail themselves of this privilege. Only motorists without any recorded traffic violations are eligible to take advantage of this. Drivers who do not have a clean slate will have to settle for the usual five-year extension.

The LTO is also stressing that all driver’s license renewal applicants must undergo the agency’s Comprehensive Driver’s Education (CDE) in order to get a certificate. CDE materials can be accessed via the official LTO portal, accredited driving schools, and LTO offices across the country.

That’s it as far as this announcement goes. As for motorists outside the National Capital Region, the LTO says you should wait on further news regarding the implementation of its 10-year driver’s license.

CPP-NPA faces criminal raps for using banned mines

0

ILOILO CITY – Strings of criminal cases will be filed against the Communist Party of the Philippines-New People’s Army (CPP-NPA) for detonating two anti-personnel mines (APM) that injured two government troops during an encounter that lasted about seven minutes in Barangay Jolason, Tubungan, Iloilo on Oct. 24.

Two members of the 1st Iloilo Provincial Mobile Force Command (IPMFC) were injured in the clash against elements of the NPA’s Southern Front Committee, Komiteng Rehiyon Panay.

Lt. Alwin Salmon, officer-in-charge of the Tubungan Municipal Police Station, identified the wounded as Pat. Jessie Castamado, who was already discharged from the hospital, and Corporal Genel Simpas, who is confined in a hospital here.

“We are finalizing the documents and we will secure the affidavits of the victims for filing of the case,” Salmon said in an interview on Monday. “The cases will be in relation to use of explosives and physical injuries, among others.”

The international community adopted the 1997 Anti-Personnel Mine Ban Convention prohibiting the acquisition, production, stockpiling, and use of weapons.

More than 160 states are party to the APM Ban Convention that went into effect in 1999.

APM is prohibited under international humanitarian law.

Salmon said the 1st IPMFC team was conducting a hot pursuit operation past 2 p.m. following an early morning explosion believed to have been perpetrated by the communist terrorist group (CTG) at the police detachment in Barangay Mayang.

“We could not yet identify what caused the explosion at the IPFMC base,” Salmon said, adding that a private vehicle near the area incurred a dent, probably caused by a sharp object.

Barangay Mayang is about two kilometers away from the town proper while Barangay Jolason is 1.2 kilometers away from Mayang and situated in an elevated portion.

Salmon said both villages are not considered NPA-infested and the CTG probably wanted to make its presence felt.

In a statement on Monday, Police Regional Office 6 Director, Brig. Gen. Rolando Miranda, said such atrocities show the CPP-NPA is “upset” with police presence in Barangay Mayang.

“They do not want a peaceful and progressive community. Their fraudulent actions show that they are weakening and are only desperate to project that they remain strong and capable force when in fact they are not,” he said.

Instead of causing harm, he urged the rebels to return to the government because there are programs that will help them lead normal and peaceful lives.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)

TESDA to train ex-NPA rebels in NorMin on coffee production

0

CAGAYAN DE ORO CITY – The Technical Education and Skills Development Authority (TESDA) in Region 10 (Northern Mindanao) will train former rebels (FRs on coffee production as part of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) program under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In a statement Tuesday, TESDA-10 Director Ashary Banto said the FRs who lived in hinterland villages of the Northern Mindanao region will be prioritized in partnership with the private sector that ventured well in the coffee industry.

“TESDA, together with NTF-ELCAC’s PRLEC, has partnered with Nestle as this is one of the products of the discussion made in one of the cluster’s peace and development conferences,” Banto said.

“Training will soon be conducted involving our FRs and the indigenous peoples (IPs) because they have the most suitable areas for coffee plantation or production,” he added.

Banto said the agency recognizes the importance of equipping the FRs and IPs with skills to widen their job options and show them how sustainable livelihood copes with the fast-changing techniques and methods.

Other than coffee production training, the PRLEC also gives agriculture-related skills training to these communities because they are the ones that “most need” assistance from the government.

In August 2021, the agency already had a partnership with Northwestern Mindanao School of Technology in Ozamiz City, where 20 former New People’s Army rebels were trained in Shielded Metal Arc Welding National Certification-1 (NC-1).

TESDA’s Misamis Occidental Provincial Director Arlyn Bandong earlier said the goal was for FRs to have their livelihood or get employed once the training is completed.

“We wish we could continue to experience peace and order, and stay close to our families here on the plains because prosperity and hope of everything we asked for in our lives are just here,” she said.

In July this year, some 25 households at Matigsalog IP community in Sitio Natampud, Barangay Nam-Nam, San Fernando, Bukidnon, also benefited from the solar installation skills training of the FRs and received 25 units of solar lights under Project “Lamdag.”

The project was the output made by FRs who underwent solar installation skills training under TESDA-10 and the NTF-ELCAC’s PRLEC.

Bae Rosela Bolilao, one of those who participated in the training, said they will continue supporting the government’s programs after seeing the benefits they brought to far-flung communities.

“We hope it’s not only TESDA (services) that will arrive in our community but also other agencies in the government. Hopefully, there will be more help coming for our community,” she said in the vernacular.

The NTF-ELCAC is an outcome-focused group organized by the national government to respond and raise awareness about the evils of communist insurgency in the countryside.

The task force, with its whole-of-nation approach, is by far the most comprehensive and potent strategy conceptualized by the Duterte administration in fighting the insurgency being waged by the Communist Party of the Philippines-New People’s Army-National Democratic Front terror organization.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)

Cebu City Transportation Office said only 20 vehicles joined the Cebu City caravan for Leni

0

CONTRARY to the claim made by Vice President Maria Leonor “Leni” Robredo’s supporters that 200 vehicles participated in their motorcade on Saturday, Oct. 16, 2021, the Cebu City Emergency Operations Center (EOC) and the Cebu City Transportation Office said only 20 vehicles joined the caravan.

The EOC allows only 20 vehicles during a caravan, said City Councilor Joel Garganera, EOC’s deputy chief implementer.

Garganera issued a clarification on Monday, Oct. 18, after questions were raised on whether the political motorcade spearheaded by the Cebu For Leni group violated the EOC’s 20-vehicle rule.

He said the exchange between Robredo’s supporters and detractors on social media possibly made the supporters exaggerate the number of participating vehicles.

Cebu For Leni lead convenor Magdalena Lepiten had said 200 vehicles joined the caravan.

Last Saturday, Lepiten said only a few vehicles were supposed to join the caravan because Cebu City limits the number of vehicles joining political sorties to prevent the spread of Covid-19. The group was surprised that from 40 vehicles per district, the number of participants grew as the caravan reached more areas in the city.

Lt. Col. Wilbert Parilla of the Cebu City Police Office said it only seemed that several vehicles joined the caravan because there were drivers who inserted their private vehicles in the caravan, thus resulting in a long convoy.

Parilla said they will put numbers on 20 vehicles that will participate in future political caravans.

Robredo is running for President in the 2022 polls. (PAC)

ANGELES CITY, Pampanga – Four Chinese nationals were killed in a drug operation that also resulted in the recovery of some PHP262 million worth of shabu in Barangay Pulong Cacutud here on Monday.

In a statement, Philippine Drug Enforcement Agency (PDEA)-Central Luzon Regional Director Bryan Babang identified the slain suspects as Cai Ya Bing, a native of Yungcheng City, Shanxi, China; Erbo Ke of Quanzhou City, Fujian, China; and Huang Guidong and Wuyuan Shen/Jinpeng Zhang, both of Zhang Zhou, also in Fujian, China.

Babang said PDEA agents secured a drug deal with the group that resulted in the conduct of the buy bust operation, leading to an armed encounter.

Recovered from the suspects were some 38 kilograms of shabu with a Dangerous Drugs Board-estimated value of PHP262,200,000, four .45-caliber handguns; two iPhone cellphones; one weighing scale with charger; and the marked money used in the buy-bust.

Babang said the composite team that led the buy-bust operation came from their Region 3 (Central Luzon) office and other units, the Armed Forces of the Philippines’ Task Force NOAH, the Philippine National Police’s anti-drug unit in Metro Manila, the National Capital Region Police Office’s Regional Intelligence Division, Bureau of Customs, and the Angeles City Police. Huge setback seen in capture of 2 NPA leaders in Misamis Oriental

0

CAGAYAN DE ORO CITY – The capture of two high-ranking New People’s Army (NPA) combatants and their four other comrades in Misamis Oriental could mean a major setback for the communist armed group, an Army official said in a statement on Friday.

Lt. Col. Ricky Canatoy, Army’s 58th Infantry Battalion (58IB) commander, said the NPA’s Sub-Regional Committee (SRC-1) is on the verge of collapse as they captured top NPA guerrillas Jemar Hilogon, 28, commander of Platoon Cherry Mobile, GF Huawei, of the North Central Mindanao Regional Command (NCMRC); and Rubensito Hilogon, 50, a Militia ng Bayan field commander.

Four others, identified as Jobert Hilogon, a Militia ng Bayan member; Alice Calimhay Hilogon, 31; Jocelyn Hilogon Cabusog, 50; and a minor, all from Lagonglong town, were also apprehended in the same operation.

The NPA combatants were captured during a military operation in Barangay Umagos, Lagonglong, Misamis Oriental on Thursday, October 14.

Military intelligence indicated that the two NPA leaders also belonged to the province’s most wanted persons, with pending cases for kidnapping and serious illegal detention.

“This is what I was talking about in the previous month that the capture of their top leaders will be a major setback for the armed group. The SRC 1 is on the verge of collapsing, and we’re looking at completely penetrating all the surviving commanders and destroying their forces,” Canatoy said.

“To the remaining members, I implore you to return to the folds of the law right now. We guarantee your safety and that you will receive all benefits due to you under the government’s flagship program for rebel returnees,” he added.

The joint law enforcement operation with the Police Regional Office 10 was carried out after an encounter between the 58IB troopers and the NPA on October 13, following a series of pursuit operations against the fleeing communist guerrillas.

During tactical interrogation, Jemar revealed the location of their firearms in Sitio Roa-Roa, Umagos village, Lagonglong town.

Government troops seized high-powered firearms and other items that included an M14 rifle, a Garand rifle, an AK-47 rifle, two rifle grenades; 10 rounds of ammunition for AK-45 extended clip, another 10 rounds of ammunition for an M16 rifle, six rounds of ammunition for the M14 rifle, and three mobile phones.

The captured combatants were brought to the City Mobile Force Company at the Maharlika headquarters in this city for the proper filing of charges in court. (PNA)

OFW remittances to continue buoying PH economy

0

MANILA – Domestic growth is seen to be continuously supported by inflows from overseas Filipino workers (OFWs), which remains resilient amidst the repatriation of around 700,000 workers since the pandemic hit in 2020.

On Friday, the Bangko Sentral ng Pilipinas (BSP) reported the 5.1 percent year-on-year jump in cash remittances last August to USD2.609 billion and the 5.7 percent increase in the first eight months this year to USD20.38 billion.

However, the cash remittance inflows last August are lower than the previous month’s USD2.853 billion, which Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort, in a report, said is fine since the latest figures remain one of the highest since the height of the pandemic last year when strict quarantine measures were implemented.

“Thus, OFW remittances nevertheless remain a bright spot for the Philippine economy, still among the highest since the pandemic started and still near record highs,” he said.

Ricafort explained that said remittance inflows are seen to post further increases as the Christmas holiday nears, thus, a plus for consumer spending, which accounts for around 70 percent of the economy, and the economic recovery.

The further reopening of economies in OFW-host countries is another boost to remittances, especially in areas where there is increased demand for medical and economic front-liners, he said.

“Sustained growth in OFW remittances would add to the country’s balance of payments (BOP) and gross international reserves (GIR); would also fundamentally provide greater support/cushion/buffer for the peso exchange rate especially vs. any speculative attacks,” he added. (PNA)

Philippine Navy gets first surface-to-air missiles

FOR the first time in history, the Philippine Navy (PN) received its surface-to-air missiles (SAMs) that the military believed would boost the country’s capability in defending its territory.

PN spokesman Cdr. Benjo Negranza on Sunday said the Mistral 3 SAMs were delivered last week at the Subic Bay International Airport. It is part of the Philippine Navy’s frigate acquisition project.

The Mistral 3 SAMs were acquired from MBDA Missile Systems which is based in France.

The SAMs will be fitted to the navy’s modern warships BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151).

“Surface-to-air missiles are among the primary weapons of FF150 and FF151 that bolsters the Philippine Navy’s anti-air warfare capability,” Negranza said in a statement.

US calls for ‘integrated’ resistance to ‘adversary’ in disputed waters
“The arrival of these missiles will greatly capacitate our [Jose Rizal-class] frigates in the conduct of their maritime operations,” he added.

The navy did not say how many missiles it received for security reasons.

“These are game changers as part of our frigate acquisition [program],” Negranza told reporters on Sunday.

Armed Forces of the Philippines (AFP) spokesman Col. Ramon Zagala hailed the arrival of the missiles, saying it will provide the Philippine Navy a much-needed defensive capability against hostile air targets.

Under Republic Act 10349 or the “Revised AFP Modernization Program of 2012,” the Philippine military acquired new assets that are vital in the performance of our mandate as protector of the people and the state, Zagala said.

“The procurement of missile systems is cost-effective and a reliable addition to a layered defense system, capable of denying enemy intrusion and deterring future attacks by external threats,” he added.

Ex-rebel tip leads to discovery of 1-K dynamites in Bukidnon

0

CAGAYAN DE ORO CITY – A tip from a former communist guerrilla led to the discovery of 1,076 pieces of dynamites and anti-personnel landmines (APMs) from the New People’s Army (NPA) that were seized by the Philippine Army in Malaybalay City, Bukidnon.

A statement from the Army’s 8th Infantry Battalion (8IB) on Monday (Oct. 11) said former rebel leader Ronald Landasan alias “Gamay” or “Gaspar,” led the military to the dynamites that he claimed were being used as material to make APMs.

The Army discovered the cache in Sitio Malinao, Barangay Kalasungay on Oct. 8.

Before his surrender, Landasan was a former squad leader of NPA’s Sentro De Gravidad Dario, Guerrilla Front 89, Sub-Regional Committee 2, North Central Mindanao Regional Committee.

The 8IB quoted Landasan as saying that he revealed the location of the hidden dynamites because he did not want them to be used against the soldiers and civilians.

According to the 8IB, Landasan said the dynamites were intended to be used by the NPA to wound and kill soldiers operating in the mountains of Bukidnon.

Lt. Col. Edgardo Talaroc Jr., 8IB commander, reiterated that the NPA has violated the provisions of the Ottawa Treaty.

“We will also investigate and find out the source who gave the said dynamites to the (NPA) to file charges against them,” he said.

Brig. Gen. Ferdinand Barandon, commander of the 403rd Infantry Brigade, said the seizure of the dynamites has prevented the plan of the NPA rebels to inflict harm against government soldiers and possibly innocent civilians.

The dynamites were turned over to the Bukidnon Provincial Explosive Ordnance Disposal and Canine for proper disposition. (PNA) – bny
