House of Representatives approved permanent validity of birth, death certificates

MANILA – The House of Representatives on Wednesday unanimously approved on final reading a measure providing for the permanent validity of the certificates of live birth, death, and marriage certificates issued by the Philippine Statistics Authority (PSA).

With 199 affirmative votes, the chamber passed on third reading House Bill 9175, which aims to establish an effective system for providing copies of civil registry documents by removing duplicitous processes and requirements involving the issuance and use of such documents.

Quezon City Rep. Alfred Vargas, chair of the House Committee on Social Services, said the bill seeks to eliminate the unnecessary costs, inconvenience, and duplicitous burden of securing the most recent copy of the civil registry document.

Vargas said the civil registry certificates issued by the PSA have a validity of only six months.

“The expiration of this document results in additional unnecessary expenses for ordinary Filipinos who are required to submit this basic requirement. In addition, this increases the struggle of first-time jobseekers who are required to submit a copy of their birth certificate in the course of their job applications,” he said.

The bill also provides for the creation of a civil registry database and establishes a virtual viewing facility in local civil registries and in the Philippine Foreign Service Posts, to verify the authenticity of the certificates of live birth, death, and marriage, and the reports of birth, death, or marriage submitted.

It shall prohibit national government agencies, government-owned and controlled corporations, local government units, private companies, private and public educational institutions, and other non-government entities from requiring the submission of another or newer copies of these civil registry documents when a valid certificate can already be presented.

In the absence of a PSA-issued certificate, it will be acceptable for individuals to submit the original or certified true copy of the original certificates of live birth, death, or marriage issued and signed by the local civil registrar or certificates issued by the now-defunct National Statistics Office (NSO) that are printed in security paper and has the Birth Reference Number (BReN) code or barcode. (PNA)

Look: SMC is scaling up its use of recycled plastics as fuel substitutes

After successfully turning recycled plastic into asphalt roads at its test site in Cavite, San Miguel Corporation (SMC) is now looking to build bike lanes across the country using this technology. But ‘plastic roads’ aren’t the only things Ramon S. Ang wants to focus on.

During a Summit Media Sandwich Session interview, the SMC big boss himself told us that he actually thinks a better use for these plastics would be as fuel substitutes—and this is something the company is currently doing at its cement plant in Bulacan.

“Yung cement plant namin sa Bulacan, lahat ng plastic na maga-gather doon, binibli namin at ginagawa naming fuel,” said Ang. “Kita mo, two birds with one stone—nagagawang fuel substitute, at naaalis natin yung plastic sa dagat, sa ilog, at sa mga creek. Pati yung mga used tire, ginagamit namin yun as fuel substitute.”

Late last year, the company already announced its plans to buy bigger volumes of plastic waste to fuel its cement manufacturing facilities. This is part of the company’s effort to aid the country in solid waste management as well as to create more livelihood opportunities for Filipinos amid the pandemic.

Also, the company has already completed its materials handling facility in Pangasinan, allowing it to safely collect and store plastic waste on a larger scale and safely convert these wastes into energy, ultimately reducing dependence on fossil fuels and slashing greenhouse gas emissions.

“I hope we can gather all the plastic together and bring that to our cement plant. And there, we can use that as a substitute for fuel—diesel, bunker, or coal,” said Ang. “So kung meron kang alam na kaya mag-supply ng big volume of used plastic, i-refer mo sa akin, at lahat yun bibilhin ko sa kanila para magamit natin at para maalis natin yan sa mga dagat natin, at baka makain pa yan ng isdang kinakain natin sa araw-araw.”

Over to you, readers—what are your thoughts on SMC’s efforts to recycle plastic wastes?

NPA fighter dies, another yields in Agusan Norte clashes

BUTUAN CITY – A combatant of the communist New People’s Army (NPA) was killed while another one was captured in separate armed encounters with government troops on Wednesday and Thursday morning in the hinterlands of Buenavista town, Agusan del Norte.

Lt. Col. Julius Cesar C. Paulo, commander of the Army’s 23rd Infantry Battalion (23IB), in a statement Thursday said that the first encounter took place in Barangay Sangay, Buenavista, past 11 a.m. on Wednesday.

“Our troops conducted a strike operation after the residents in the area reported the presence of NPA rebels conducting extortion activities,” Paulo said.

Government forces engaged around six NPA rebels in a five-minute encounter upon reaching the area, he added.

“Our troops encountered the remnants of Guerrilla Front (GF) 4A of the North Central Mindanao Regional Committee (NCMRC) under Jelan Pinakilid, alias Baking,” Paulo said.

The 23IB recovered a motorcycle and other belongings from the encounter site following the rebels’ retreat.

A 16-year-old NPA member, identified as Archie C. Penales Jr., also surrendered to the 23IB after the encounter.

Paulo said the surrenderer was later identified as the son of Archie C. Penales, Sr. of the NPA’s Guerrilla Front 88.

At around 6:30 a.m. Thursday, troopers of the 23IB clashed anew with around 15 members of GF4A in Barangay Guinabsan, Buenavista.

“The fresh firefight lasted for about 15 minutes that resulted to the death of an NPA member and the recovery of high-powered firearms,” Paulo said.

Recovered from the encounter site were two AK-47 rifles and three backpacks.

“The recovered NPA cadaver was handed over by our troopers to the barangay officials of Guinabsan for identification and proper disposition,” Paulo said.

No one was hurt from the government side during the encounters, he added.

“As much as possible, we don’t want lives to be wasted, because we don’t want to see families suffered from the loss of their family members and loved ones,” Paulo said.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

DBM Approved The Funding for ₱2.4 Billion Spyder Surface-to-Air Missile System from Israel

Israel’s state-owned Rafael Advanced Defense Systems is supplying SPYDER, a ground-based air defense system, to the Philippines. The Philippines selected the Israeli company to supply the much needed equipment to the Philippine Air Force, according to a report by Israel Defense.

Israel has supplied the same ground-based air defense system to Singapore. Once acquired, the Philippines will make a significant leap in its coastal defenses, particularly of the West Philippine Sea. It will be the first time the country will have ground-based air defense missiles.

Rafael is the same company that developed and manufactured Israel’s famed Iron Dome, which has a 90 percent success rate in intercepting enemy projectiles. Since its installation in 2011, the Iron Dome has downed 2,400 rockets fired from Gaza.

The acquisition project will cost the Philippines P6 billion for three batteries of Rafael’s SPYDER—a ground-based mobile air defense system that can be installed on strategic locations facing the West Philippine Sea. The air defense system is expected to be delivered within 2021.

Military Officers Training for SPYDER

In March, 10 officers from the Philippine Air Force were selected to train with Rafael. The first Missile System Officer Course started last March 1 at the Basa Air Base in Floridablanca town, Pampanga province, according to a report by the Inquirer.

According to the report, the training aims to equip the officers with “operational knowledge to produce capable missile system officers to lead in the performance of the air and missile defense system’s mission capabilities.” The training will cover comprehensive courses on strategy, nature, and use of the three batteries, radars, missiles, as well as the command and control unit.

Dating Sen.

—Pangulong Duterte.

Antonio Trillanes to run for president in 2022 polls

Vice President Leni Robredo apparently preparing to run for governor of Camarines Sur, former senator Antonio Trillanes IV declared Wednesday, May 12, his intention to run for president in the 2022 elections.

In a Facebook post, Trillanes said that he and the Magdalo Group have decided to convey to the 1Sambayan Coalition to change his status from being an “alternate candidate” to being the group’s “principal candidate” for president in next year’s elections.

This, he said, is “in view of Vice President Leni Robredo’s preparations to run for governor of Camarines Sur in 2022.”

Robredo has been considered the coalition’s principal candidate for president in next year’s elections. Her camp has not issued yet a statement on Trillanes’ announcement as of this posting Wednesday, May 12.

“This move is necessary for my name to be included in 1Sambayan’s selection process,” said Trillanes.

He clarified that he does not intend to divide the opposition, stressing “there will only be one unified slate to be nominated by 1Sambayan, and both VP Leni and myself have committed to support and campaign for its nominees.”

He also said that in the event that Robredo decides to run for the land’s highest post before the coalition picks its nominees in July, “I would wholeheartedly step aside and withdraw my own candidacy in her favor.”

“But until then, we would work on the assumption that VP Leni would run for governor of CamSur and, thus, we could now start our own preparations focusing on the development of policy prescriptions to solve the different problems of our country, particularly on pandemic response; economic recovery and poverty alleviation; peace and order/security sector reforms; anti-corruption/governance reforms; universal healthcare; foreign policy (including WPS), etc.,” Trillanes said.

He also appealed for the public’s support to help 1Sambayan Coalition win the elections and help “rebuild our country and let our people finally enjoy the blessings of democracy.”

Rumors about Robredo running for governor of Camarines Sur surfaced recently after the Philippine Statistics Authority announced last May 5 that the Vice President registered for the Philippine Identification System at its office in Magarao, Camarines Sur.

Robredo said in earlier interviews that she prefers running for local office, although she is open to running for president in next year’s polls.

‘Just compensation’ to Hacienda Luisita Inc. ordered

MANILA – The Supreme Court (SC) has ruled for a just compensation to the Cojuangco family-owned Hacienda Luisita Incorporated (HLI) for the distribution of its 4,915.75-hectare sugar land plantation in Tarlac to 6,296 farm worker-beneficiaries (FWBs).

In a resolution in December last year and released to the public on April 26, 2021, the SC en banc said the Presidential Agrarian Reform Council (PARC), the Department of Agrarian Reform (DAR), and the Registry of Deeds should form a task force “for purposes of completing and collating the documentation required to validate the homelot awards.”

The SC also directed DAR to determine just compensation for HLI and for the Land Bank of the Philippines (LBP) to release the payment of just compensation according to the result of DAR’s validation.

The High Court said the just compensation for HLI should be derived from the Agrarian Reform Fund.

The SC directed the creation of a task force after HLI claimed it does not have the original copies of the transfer documents, which have either been submitted to the Registry of Deeds or given to the FWBs.

Previously, in compliance with the Court’s directive to implement the main decision and subsequent resolutions on the case, DAR began the process of validating the list of home lot awardees.

It found out, among others, the total home lot area and the number of FWBs awarded with home lot titles.

However, the PARC/DAR noted that the certified true copies of the transfer documents evidencing the award of home lots to the individual recipients are necessary to complete validation process.

It directed HLI to furnish DAR with the needed documents.

“Significantly, the completion of the DAR’s validation procedures is a pre-condition to the payment of just compensation. Thus, it is in HLI’s best interest to fully cooperate with the DAR which includes providing the necessary documents to the best of their ability. It is difficult to believe that HLI no longer possesses the originals/certified true copies of these documents,” the SC said.

“Certainly, as the transferor in the disposition of home lots, it must have retained copies of the documents evidencing those transfers,” it added.

However, the Court recognizes that the DAR’s request involves voluminous records, some of which may have already become unavailable, or difficult to locate, due to the passage of time.

It also acknowledged that producing the documents might be too costly and burdensome task if imposed on a single party or entity.

HLI’s entitlement to just compensation, the Court said, has been settled in its previous decisions with finality, barring parties from raising arguments aimed at modifying the final rulings.

“The Court cannot allow the parties to prolong these proceedings by filing motion after motion, only to perpetually deflect/delay [a legal] obligation,” the SC said.

Denied

The SC also denied with finality the motion of reconsideration of its on April 24, 2018 resolution, filed by Noel Mallari of the Alyansa ng mga Mangagawang Bukid ng Hacienda Luisita (Ambala) and Winsor Andaya of the HLI Supervisory Group.

In the resolution, the Court turned down Mallari and Andaya’s motion to execute the Court’s main decision issued in July 5, 2011 and November 22, 2011 resolution insofar as it directed that “any unspent or unused balance and any disallowed expenditures as determined by the audit shall be distributed to the 6,296 original FWBs.”

The Court said the order is considered “fully complied with”.

The November 22, 2011 resolution ordered the direct distribution of the sugar land plantation to its FWBs.

The resolution modifies the SC’s July 5, 2011 original decision giving FWBs the option to remain as stockholders of HLI in lieu of land distribution which is mandated under the Comprehensive Agrarian Reform Program.

The Court also directed the HLI to pay the original 6,296 farmworker beneficiaries the consideration of PHP500 million received from Luisita Realty, Inc. for the sale to the latter of 200 hectares out of the 500 hectares covered by the August 14, 1996 Conversion Order; the consideration of PHP750 million received by its owned subsidiary, Centennary Holdings, Inc., for the sale of the remaining 300 hectares of the said 500-hectare lot to Luisita Industrial Park Corporation; and the PHP80.5 million paid by the government through the Bases Conversion Development Authority for the sale of the 80.51-hectare lot used for the construction of the SCTEX road network.

For this purpose, DAR was ordered by the Court to engage the services of a special audit panel approved by the parties to audit the books of HLI and Centennary Holdings, Inc. to determine if the PHP1,330,511,500 proceeds of the sale of the three lots were actually used or spent for legitimate corporate purposes.

The SC said any unspent or unused balance and any disallowed expenditures as determined by the audit should be distributed to the 6,296 original FWBs.

“Still, the Court finds no reason to rule contrary to the Special Audit Panel’s findings. Each member of the Special Audit Panel arrived at the results after performing agreed-upon procedures which are in accordance with auditing standards generally accepted in engagements/services such as those required in the present case,” the Court ruled. (PNA)

QC gov’t “not advised” by Angel Locsin on community pantry – Mayor Belmonte

Quezon City Mayor Joy Belmonte issued a statement following the tragic incident that happened at Angel Locsin’s community pantry on Friday, April 23.

Earlier at the community pantry organized by the actress, chaos and even death of an elderly identified to be Mr. Rolando dela Cruz, happened. Angel wanted to celebrate her birthday by sharing her blessing to those in need. Unfortunately, the organizers had troubles with the huge number of people who flocked for the free goods.

In a statement issued by Belmonte on Facebook, she expressed how “deeply saddened” they were with the death of Dela Cruz. She assured that the local government will assist the family and shoulder the cost of the burial.

“The city government will shoulder the burial expenses of Mr. dela Cruz, and will extend financial assistance to his family,” Belmonte stated.

The statement continued to stress how important it is for event organizers to coordinate with the local government so they may be assisted, especially in crowd control and implementation of health protocols.

“While Quezon City will continue to throw its full support behind community pantry initiatives, this unfortunate incident should serve as an important reminder for organizers to please be reminded of my appeal to coordinate all efforts with the barangay, and if necessary, with the LGU. The barangay and local government are here to assist with crowd control and health protocols, to ensure that untoward incidents are minimized,” Mayor Belmonte said.

The city mayor also revealed that they were not advised on the plans of Angel’s community pantry.

“Advanced coordination will allow all stakeholders to be proactive, rather than reactive. Sadly, in this case, we were not advised regarding any plans, which would have surely made a difference in the outcome of today’s events,” Mayor Belmonte disclosed.

In the end, Mayor Belmonte reminded the public that while it’s good to be kind and compassionate, we should also “practice foresight.”

Earlier, Angel already asked an apology for what happened at her event. She also personally said sorry to the family of Dela Cruz who fainted while waiting in line at her community pantry.

According to Angel, they did everything they could to prepare for the huge event. They also had the support of the police, barangay and local officials who were present at the event to help them. Unfortunately, there were many people who tried to get ahead of the line.

“Sa lahat po ng naabala ngayon, pasensya na po. Hindi po ito talaga ang intensyon natin. Kahit anong paghahanda namin para ma-avoid yung gantong gulo, hindi lang talaga siya ma-control kahit na nandito na yung munisipyo, military, pulis, barangay,” she said.

President Duterte allows grant of ‘one-time’ P20-K aid to EC pensioners

“The ECC is hereby authorized to grant a one-time financial assistance of PHP20,000 to EC pensioners for permanent partial disability, permanent total disability and survivor
