Flood control scam worse than Napoles, may implicate solons – Lacson

0

Senate President Pro Tempore Panfilo Lacson on Thursday warned that the Senate Blue Ribbon Committee’s probe into anomalous flood-control projects could extend to lawmakers, saying that the scale of the irregularities uncovered so far is worse than the pork barrel scandal linked to Janet Lim-Napoles.

Lacson, who chairs the committee, said the panel would not hesitate to summon senators or representatives if the evidence warrants it, stressing that the inquiry would not protect anyone despite parliamentary courtesies.

He confirmed that closed-circuit television (CCTV) footage is being secured showing a supposed emissary, identified only as “Mina,” delivering alleged obligations inside the Senate.

“Kung masagasaan, masasagasaan. Kung may pagtatakpan, bakit tayo mag-iimbestiga?” Lacson told reporters at the Kapihan sa Senado forum.

He disclosed that his committee traced a P355-million insertion in the bicameral conference committee version of the national budget, which did not appear in the National Expenditure Program or the House bill.

Lacson also warned that the irregularities uncovered so far exceed the magnitude of the Napoles case, with estimates suggesting that almost P2 trillion in public funds may have been lost to anomalous projects over the past 15 years.

“Galit na ang kababayan, at na-inspire sa nangyari sa ibang bansa. Huwag sana mag-escalate sa ganoong punto,” he said.

Based on initial computation, Lacson said “more than 50 to 60 percent” of projects funded since 2011 may have been anomalous, describing the flood-control scam as among the most complex and far-reaching cases ever investigated.

The committee is set to continue hearings next week, with resource persons from the Department of Public Works and Highways and the Department of Budget and Management expected to clarify budget insertions and contract awards.

Sen. Padilla Isinusulong ang Pagpataw ng Parusa sa mga Menor de Edad na Sangkot sa Karumal Dumal na Krimen

SEN.

“Children are more exposed to modern sensibilities and are more predisposed to risk-taking behaviors, as evidenced by the growing number of youth offenders in the country,” paliwanag ng senador

House Urges Plunder, Bribery, Perjury Charges vs VP Sara Duterte Over Confidential Fund Use

Metro Manila, Philippines — The House of Representatives has formally recommended filing multiple criminal charges—including plunder, bribery, perjury, falsification, and technical malversation—against Vice President Sara Duterte and several other government officials over the alleged improper use of ₱612.5 million in confidential funds.

In a session held on Tuesday, June 10, Manila Rep. Joel Chua, chairperson of the House Committee on Good Government and Public Accountability, presented the committee report, which was later adopted by the plenary.

According to the report, the committee is pushing for the following legal actions:

  • Technical malversation against VP Duterte, OVP Special Disbursing Officer (SDO) Gina Acosta, and DepEd SDO Edward Fajarda

  • Falsification and use of falsified documents

  • Perjury against Duterte and Acosta

  • Bribery against Duterte and DepEd Assistant Secretary Sunshine Fajarda

  • Corruption of public officers

  • Plunder against Duterte, Edward and Sunshine Fajarda, Gina Acosta, OVP Chief of Staff Zuleika Lopez, OVP Assistant Chief of Staff Lemuel Ortonio, Vice Presidential Security and Protection Group Commander Col. Raymund Dante Lachica, DepEd Undersecretary Annalyn Sevilla, and two unnamed military officers

  • Betrayal of public trust and culpable violation of the Constitution

In addition to recommending charges, the committee also proposed legislative reforms, such as limiting which agencies may access confidential funds, setting caps on allocations, implementing stricter qualifications and penalties for disbursing officers, and reviewing SALN (Statement of Assets, Liabilities, and Net Worth) regulations.

Lawmakers raised red flags during the investigation over acknowledgement receipts with dubious names, identical handwriting across different recipients, and receipts lacking signatures. Some officials from the Office of the Vice President (OVP) and Department of Education (DepEd) also admitted to receiving extra cash in envelopes, apart from their regular salaries.

These findings contributed to the House’s earlier move to impeach Vice President Duterte in February. However, it’s worth noting that the Commission on Audit (COA) has since stated that there was no misuse of public funds.

Dagdag pa ng senador, “No parent or relative ever wants to hear that their loved ones have been victims of such a senseless act in a place that should be a friendly community and a source of relaxation.”

“While charges have already been filed against the suspects, I trust that the proper authorities will investigate this case thoroughly and ensure that justice is served,” aniya.

Philippine President Ferdinand Marcos Jr says open to reconciling with Duterte family

MANILA: Philippine President Ferdinand Marcos Jr said he was open to reconciling with the Duterte family, one week after allies of his estranged Vice President, Sara Duterte, outperformed expectations in a fiercely contested and pivotal Senate race.

In a podcast shared on his Facebook page on Monday, Marcos said he needed friends rather than enemies as he seeks to use the remaining three years of his term to deliver on his agenda.
Philippine presidents are limited to a single six-year term.

“Yes,” Marcos said when asked if he would be open to mending fences, after a bitter and very public falling-out between Marcos and the Duterte camps, which has fractured the once-powerful alliance that swept both to victory in 2022.

“As much as possible, what I am after is stability… so that we can do our jobs. That is why I am always open to things like that,” he told the podcast.

Duterte’s office did not immediately respond to a request for comment on Marcos’ remarks.
Sara Duterte is facing a Senate impeachment trial that could see her removed from office and permanently barred from holding public office again, denying her a presidential run in 2028.

Her father, former President Rodrigo Duterte, was elected mayor of Davao last week, even as he is detained at the International Criminal Court on charges of murder as a crime against humanity.

Despite surveys predicting a Senate sweep by the president’s allies in the May 12 midterm polls, some victories by Duterte-aligned candidates have given Sara Duterte an important foothold in the Senate that could prove pivotal in an impeachment trial.

All 24 Senators will serve as jurors in the trial, with two-thirds required to vote for the impeachment for it to succeed.

Marcos has distanced himself from the impeachment process, and on Monday said it was in the hands of the Senate.
“There’s a process for that, let’s allow the process to take its course,” he said.

After only a day, sale of P20/kg rice in Cebu suspended by DA

CEBU CITY—Long lines of people wanting to buy rice at P20 per kilogram outside the Cebu Capitol on Friday are gone.

The Department of Agriculture (DA) suspended the sale of cheaper rice in Cebu, just a day after it was launched, following a warning from the Commission on Elections (Comelec).

Comelec ruling, he said, prohibited all “ayuda” from May 2 to May 12 in whatever form, so it would not be used by politicians to their advantage.

If the local government insists on the distribution of ayuda and the sale of rice, it will be considered an election offense, Garcia said.

For Cebu Gov. Gwendolyn Garcia, the sale of rice at P20 per kilo is not a form of aid since it was not given for free and only sold at a low price.

Exemption
Gov. Garcia said they would continue selling rice through the Capitol’s “Sugbo Merkadong Barato” (Cebu’s cheap marketplace) program as there is strong public demand for affordable rice.

“I know there is a great clamor from the people. I really read the exemption as published in the [Philippine Daily]Inquirer that the sale of rice at P20 per kilo is exempted with certain provisions,” she said.

“First of all, it should be done in a public place. Second, it is sold. It’s not given. Giving rice as a form of assistance is different. What we’re doing is people are going to buy rice at P20. Third, it should not be done in the presence of political candidates. And fourth, the local government should get an exemption,” she added.

Gov. Garcia said she has asked for a clarification from Chair Garcia himself.

“He said those are conditions but since Cebu has an existing “Sugbo Merkadong Barato” … we did ask for an exemption,” she said.

The “Sugbo Merkado Barato” program sells rice and other goods at cheaper prices. There are now about 50 such stores across the province.

“We are also helping the farmers sell their own products in every town and every city in the entire province of Cebu. And that is why I got it from the chairman himself that for the province of Cebu, this program can go on,” the governor said.

Boholanos Give President Marcos Jr. -43 Rating in 2025 Bohol Poll

Dissatisfaction with President Ferdinand Marcos Jr. among Boholanos plunged to a new low of minus 43, a recent survey revealed.

The Bohol Poll 2025, conducted by the Holy Name University last March 6-29, contrasted with the plus 67 satisfaction rating of Vice President Inday Sara Duterte.
Last year, the survey conducted by the same institution already hinted of Boholanos’ disapproval of the way the President was running the affairs of the country when they gave him a -8 rating.

A Duterte bailiwick since 2016, Boholanos supported former President Rodrigo Duterte throughout his term. In the 2022 elections, Vice President Inday garnered more votes than PBBM to seal their victory even without campaigning in Bohol.

Like Filipinos in many parts of the country and even abroad, Boholanos expressed outrage over the kidnapping of the former President who continues to be held in high esteem for being there for Bohol in difficult times.

The failing grade sums up the collective sentiment of Boholanos not only on the treatment PBBM gave to fPRRD but also the incompetence, corruption and oppression that characterize the first three years of the Marcos administration.
