Lawmaker Confident Supreme Court Will Uphold 2025 National Budget Despite Blank Items

0

A House of Representatives leader expressed confidence on Friday that the Supreme Court will uphold the constitutionality of the 2025 national budget, despite concerns over blank items in the bicameral committee report.

Tingog Party-list Rep. Jude Acidre assured that the P6.326 trillion General Appropriations Act (GAA) for 2025 remains valid and free from irregularities.

“I stand by the regularity of the 2025 GAA. It is above board. We welcome the Supreme Court’s initiative to require a copy of the enrolled bill,” said Acidre, who serves as an assistant majority leader, in a statement quoted by the Philippine News Agency.

The Supreme Court recently ordered Malacañang and Congress to submit original copies of the 2025 GAA and its enrolled bill ahead of a preliminary conference set for February 28, with oral arguments scheduled for April 1.

This development follows a petition filed by Davao City Rep. Isidro Ungab, former Executive Secretary Vic Rodriguez, and four others seeking to declare the 2025 GAA unconstitutional due to blank items in the bicameral report.

Blank Items Debate

President Ferdinand “Bongbong” Marcos Jr. dismissed the petition, stating that he found no blank items in the over 4,000-page budget document. Meanwhile, Marikina Rep. Stella Quimbo acknowledged the existence of blank items but clarified that funding sources had already been identified before the bicameral committee’s approval.

Political Retaliation Allegations

Acidre also criticized the recent motion filed by Davao del Norte Rep. Pantaleon Alvarez and Vice President Sara Duterte’s allies, which urges the Office of the Ombudsman to suspend House Speaker Martin Romualdez and three other lawmakers over alleged budget insertions.

“This is simply an effort to deflect attention from the impeachment process of Duterte-Carpio,” Acidre said, reaffirming his support for Romualdez.

Earlier this month, the House of Representatives voted to impeach Vice President Duterte-Carpio over alleged constitutional violations.

Representative Dalipe: Duterte allies weaponizing Ombudsman, targeting House leaders

Allies of former President Rodrigo Duterte are allegedly attempting to “weaponize” the Office of the Ombudsman in retaliation against House leaders following their decision to impeach Vice President Sara Duterte.

House Majority Leader Manuel Jose Dalipe made this statement after Davao del Norte 1st District Representative Pantaleon Alvarez, along with lawyer Ferdie Topacio and others, filed a motion with the Ombudsman seeking the suspension of Speaker Martin Romualdez, Dalipe himself, former House appropriations committee chair Ako Bicol Party-list Representative Zaldy Co, and acting appropriations committee chair Marikina 2nd District Representative Stella Quimbo.

The motion is based on an earlier complaint filed against the four House leaders, accusing them of including alleged P241 billion worth of insertions in the proposed 2025 national budget.

“Alvarez’s suspension call is a desperate attempt to weaponize the Ombudsman for political retaliation. The House remains committed to upholding transparency and accountability, regardless of political affiliations,” Dalipe said in a statement on Thursday.

He expressed confidence that the Ombudsman would not allow itself to be used as a tool for political maneuvering, stating, “We trust that the Ombudsman will dismiss this baseless request for preventive suspension. Speaker Romualdez and the House leadership will continue working for the people, undeterred by these desperate political tactics.”

Dalipe also accused Alvarez and his allies of using the complaint as a distraction from the impeachment proceedings against Vice President Duterte.

“Clearly, this complaint is a diversionary tactic aimed at shifting public attention away from the real issue—the Vice President’s impeachment and the questions of accountability she must address,” he added.

He further questioned the timing of the motion, suggesting it was meant to pressure the House and create a false narrative undermining its leadership.

“We will not be intimidated by these tactics. The House remains focused on serving the Filipino people, ensuring proper use of government funds, and holding public officials accountable, regardless of political ties,” he emphasized.

Dalipe also defended the integrity of the budget process, stating, “Let’s be clear: the General Appropriations Bill underwent rigorous, transparent, and lawful deliberations. Allegations of ‘insertions’ are misleading and baseless, meant to discredit Speaker Romualdez and House leadership for political gain. If there are legitimate concerns, they should be addressed through proper legislative channels, not political harassment.”

Last February 10, Duterte allies filed multiple charges against Romualdez, Dalipe, Co, and Quimbo, including two counts of falsification of legislative documents and 12 counts of graft.

The complaint also named unidentified individuals referred to as “John Doe” and “Jane Doe,” accusing them of violating Article 170 of the Revised Penal Code and Section 3(e) of Republic Act No. 3019, also known as the Anti-Graft and Corrupt Practices Act.

Explaining the basis of the complaints, Topacio claimed that the alleged “insertions” in the national budget occurred 12 times and were identified in the bicameral report.

Margarita Cacho, Pinsang Buo ni Liza Marcos, Timbog at Arestado sa kasong Swindling

0

• Dalawang (2) holster
• Dalawang (2) cellphone

Court of Appeals sides with Manny Pacquiao in P2.2-B tax case

Boxing legend Manny Pacquiao has secured another legal victory against the Bureau of Internal Revenue (BIR) in a long-standing P2.2 billion tax case.

The Court of Appeals (CA) upheld the previous ruling of the Court of Tax Appeals (CTA), which nullified the BIR’s demand for Pacquiao and his wife, Jinkee Pacquiao, to settle alleged tax deficiencies amounting to P2.2 billion.

In its decision, the CA ruled that the BIR failed to follow proper procedures, particularly the issuance of a Notice for Informal Conference and a clear basis for the tax assessment. The court emphasized that the absence of these requirements violated the Pacquiaos’ right to due process.

The case originated from Pacquiao’s earnings between 2008 and 2009, including boxing match winnings, endorsement deals, and public appearances. While the couple had already paid P32 million in value-added taxes, they contested the BIR’s P2.2-billion assessment, leading to this lengthy legal battle.

This ruling marks another significant win for Pacquiao in his fight against what he calls unjust taxation.

Case Dismissed: A Win for Vice President Sara Duterte and the OVP

0

The case filed against Vice President Sara Duterte, OVP Chief Security Officer, and OVP Chief of Staff Zuleika Lopez by the Philippine National Police (PNP) has been officially dismissed. This ruling is a clear victory for the Duterte camp and reinforces the integrity of the Office of the Vice President (OVP).

The allegations, which centered on the management of security protocols, lacked the evidence needed to support such claims. After a thorough review, the court found that there was no substantial basis for the accusations, leading to the dismissal.

This decision highlights the importance of due process and the necessity for solid proof in legal cases.

For Vice President Duterte, this ruling is a reaffirmation of her leadership and dedication to serving the people. Despite the legal challenges, she has continued to focus on her work, proving once again that her priorities remain with the nation’s best interests in mind.
The dismissal is also a win for Zuleika Lopez and the entire OVP staff, who have worked tirelessly to ensure the security and efficiency of the office. Under the leadership of Vice President Duterte, the OVP has proven to be a competent and responsible institution.

With the case now behind them, Vice President Duterte and her team can move forward with their crucial work for the country, without the distraction of unfounded accusations. This case’s dismissal serves as a reminder that in the end, facts and the rule of law will always prevail.

1,280 TB Cases Found in Tondo by Médicins Sans Frontières (MSF)

0

MANILA, Philippines — Médicins Sans Frontières (MSF), also known as Doctors Without Borders, has identified 1,280 residents in Tondo, Manila, with tuberculosis (TB), following a large-scale screening initiative in the densely populated area.

The project, launched in partnership with the Manila Health Department (MHD), aims to tackle the challenges of TB screening and treatment that worsened after the COVID-19 pandemic. MSF screened 29,291 individuals and found a 4.3% positivity rate—higher than the Philippines’ national rate of 3%.

Since August, MSF has started providing TB medication to 141 patients in Tondo to address the MHD’s struggles with recurring drug shortages. The initiative enables patients to start or complete treatments that were delayed due to insufficient medication stocks.

“Drug shortages at local health centers and the economic challenges faced by patients have severely disrupted TB treatment,” MSF noted.

The Philippines is among the top 10 countries with the highest TB burden worldwide. According to the 2024 Global TB Report by the World Health Organization, an estimated 739,000 Filipinos were diagnosed with TB.
