Kailangang may aktwal munang bakbakan bago mag deklara at aprobahan ang Martial Law – Bam Aquino

0

Representative Bam Aquino explain to the press why the third expansion of martial law in Mindanao may be illegal. Amid a snare talk with, Aquino truststhat there’s should be an actual fight happening in Mindanao before the legislature can actualize military law.

“Kailangan may mangyari munang aktwal na bakbakan, hindi lang skirmishes,” Aquino said. As indicated by him, the 1987 constitution made the conditions to execute military law stricter to abstain from being abused by future leaders.

“So babalik tayo sa depinisyon ng konstitusyon, babalik ka rin doon sa ano ang hangarin ng constitutional commission who created the constituition.” he said. “Ginawa talaga nilang mas strikto, nilagay nila yung ‘aktwal’ na salita para maging limitado talaga ang pag gamit ng martial law,” he added.

In spite of these clarifications, the restriction representatives which incorporates includes him failed to block the third extension of martial law subsequent to getting a mass help from both lower and upper house.

In his Twitter page, Aquino explained in a lengthy tweet why he wants the martial law in Mindanao to end.

According to him, the war in Marawi is already ended with a victory from the government, that’s why he believes that martial law should be removed now.

“Nagtagumpay na ang AFP sa gera ng Marawi laban sa Maute, kaya’t nararapat na tanggalin ang Martial law.” he said.

He believes that soldiers can do their job to secure the people even without martial law.

“Extraordinary Powers ang martial law, hindi ito pangkaraniwan o pang araw-araw. At kaya ng AFP na gawin ang kanilang trabaho kahit wala ito. Huwag dapat maging dependent sa martial law para gawin ang tungkulin at trabaho.”

Aquino also pointed out that if the priority of the government doesn’t need martial law to make it possible.

“Ang prayoridad na rehabilitasyon, good governance, long-term peace and order, development at pagtugis sa mga armadong elemento ay hindi nangangailangan ng martial law upang maipatupad. Kaya naman itong gawin dahil sa mandato ng AFP at sa natatamasang suporta mula sa gobyerno.” he said. Since martial law in Mindanao was implemented by President Duterte, Aquino is already one of the senators who opposed it.

Kayong mga ayaw at Anti Martial Law, doon kayo mag rally at pumutak sa Mindanao – Senator Sotto

0

2017 Annual Congress Address, Duterte demands Americans to return Balangiga bells: They’re ours!

President Rodrigo Duterte has demanded the United States to return the three church bells stolen by American troops from an Eastern Samar town more than a century ago.

In his State of the Nation Address (SONA), Duterte said the Balangiga bells “are reminders of the gallantry and heroism of our forebears who resisted the American colonizers and sacrificed their lives in the process.”

“That is why I say today; give us back those Balangiga bells. They are ours. They belong to the Philippines,” he said.

“They are part of our national heritage. Isauli naman ninyo. Masakit ‘yun sa amin,” Duterte added.

The bells were taken by American troops from the Balangiga church when it attacked the town in the 1900s.

The Americans were ordered to turn the town into a “howling wilderness” and kill males aged 10 years and older.

Twenty-eight Filipinos died in the attack while 22 were wounded.

In 2017, Duterte demanded that the US return the bells, which he said were “reminders of the gallantry and heroism of our forebears who resisted the American colonizers.”

Philippines’ Duterte Demands U.S. Return Symbolic Church Bells
by Naharnet Newsdesk 25 July 2017, 20:05

Philippine President Rodrigo Duterte has demanded the United States return church bells seized by American forces in a bloody campaign more than a century ago, in another blast at his country’s traditional ally.

Watch the video:

American forces took three bells from the Catholic church of Balangiga town on the eastern island of Samar in 1901 as war booty in what historians said was a particularly brutal military operation in the new U.S. colony.

“Give us back those Balangiga bells. They are not yours. They are ours. They belong to the Philippines. They are part of our national heritage,” Duterte said at his annual State of the Nation Address on Monday.

“Those bells are reminders of the gallantry and heroism of our forebears who resisted the American colonizers and sacrificed their lives in the process.”

Two of the bells are installed at a memorial for U.S. war dead in Wyoming, while the third is with U.S. forces in South Korea.

Some U.S. politicians oppose the dismantling of the memorial.
U.S. embassy spokeswoman Molly Koscina gave a non-committal reply on Tuesday to Duterte’s demands.

“We are aware that the bells of Balangiga have deep significance for a number of people, both in the United States and in the Philippines,” she said in an email to AFP.

“We will continue to work with our Filipino partners to find a resolution.” The brutal Samar campaign was launched about a month after Filipino rebels killed 34 U.S. troops in Balangiga
on September 28, 1901, according to a U.S. Army War College research paper.

Seven other American soldiers perished during the escape from Balangiga, and U.S. reinforcements razed the own the day after, it added.

Duterte on Monday repeated a Filipino account of the campaign that the commanding general, Jacob Smith, ordered Samar be turned into a “howling wilderness” and that all Filipino males aged 10 or above be killed.

A 1902 U.S. court-martial convicted Smith of a minor offense in relation to the Samar campaign, while 39 other Americans were separately found guilty of torturing and shooting Filipino prisoners there, the U.S. Army War college research paper said.

However none of them were jailed, according to the paper. The then Philippine president Fidel Ramos first sought but failed to recover the bells during a 1998 Washingtontrip.

Duterte, a self-described socialist, has since his election last year worked to distance Manila from Washington while building closer ties with China and Russia.

The Philippine islands, a Spanish colony for centuries, were ceded to the United States in 1898 at the end of the Spanish-American War. The Philippines gained independence from the Americans in 1946.

Duterte has repeatedly lashed out at the U.S. as ties have frayed, and last Friday vowed he would never visit the “lousy” country despite an earlier invitation extended by U.S. President Donald Trump.

“It would be wrong and insensitive for the Duterte administration to claim sole credit for the return of the bells and insist that this was the result of its so-called independent foreign policy,” giit ni Hontiveros.

“It was the people’s strong sense of history and justice that led to the return of the bells not President Rodrigo Duterte’s defeatist foreign policy which has only managed to surrender our sovereignty and territory in the West Philippine Sea,” dagdag nito.

“With the return of the bells, it is my hope that they will toll once again, this time in support of democracy and against an aspiring tyrant who has turned the entire country into a “modern howling wilderness” marked by unabated killings and human rights abuses,” ani Hontiveros.

Read: 100 congressmen and 20 senators, nasa listahan ni Napoles

0
Way back in 2014, Pork Barrel’ Scam Queen Janet Lim Napoles disclosed names of 20 Senators and 100 Congressmen along with their agents involved in the pork barrel transactions in the affidavit she submitted to the Senate Blue Ribbon Committee on Monday.
“To the extent of my knowledge, the following are the Senators, Congressmen and their agents and the officials or staff of implementing agencies of government that had connections with me and received part of the pork barrel,” Napoles’ affidavit read.
Two of Napoles’ Affidavits were released by Senator Teofisto Guingona III to the media but admitted he has not verified the contents.
In a press conference, Guingona said, “In the spirit of transparency and the search of truth, and in line with my commitment to uphold the public interest, we are going to release to the media and the public and to my fellow senators, the copies of these two affidavits.”
“Let the document speak for itself,’’ the Senator added.
“We will wait for the Benhur Luy files. I understand it should be submitted by Wednesday, and then we will evaluate what we have, then we will consult the members, then we will make the necessary hearing,” Guingona explained.
Napoles now manifests willingness to shed light on the “greatest scam of 21st Century Philippine Politics” after months of prayer and reflection. She also expects to step on the toes of many by telling the truth. “The truth hurts… but the truth will set you free,’’ as indicated in one of her affidavits.
She admitted having been ‘hurt’ by claims tagging her as the ‘Pork Barrel Scam Queen and Mastermind’ which identified of her as ‘most guilty’, ‘center of controversy’ and ‘architect of the PDAF scam’.
“I am not the mastermind of the pork barrel because I didn’t start this; this has long been practiced in our system,’’ she said. And neither is she “the most guilty,’’ she maintained.
Napoles added saying that lawmakers’ agents were far more knowledgeable of the scheme.
Guingona, whose staff managed to obtain the copies of the affidavits from the Department of Justice, has requested to defer the inquiry in to the pork barrel scam until Benhur Luy submits his own set of file.
Guingona also said that he could still not determine an exact date to resume Senate investigation into the scam as they are still waiting for more substantial information and documents that have previously been issued subpoenas.

0

Alleged pork barrel scam mastermind Janet Lim-Napoles, who has offered to become a state witness in the plunder case, claimed in her version of events submitted to the Senate on Tuesday that it was Budget Secretary Butch Abad who taught her how to form foundations.

In an unsigned document supposedly obtained by former Senator Panfilo Lacson from Napoles’ relatives, the controversial trader said she first met Abad in 2000. At the time, Abad was representing Batanes’ lone district in the House of Representatives.

“Abad was lent by JLN [Janet Lim-Napoles] money which was returned with interest. When JLN asked how the money earned, she was introduced to foundations. JLN got curious and eventually JLN was taught how to form foundations,” Napoles said in the document.

In an interview with GMA News, Abad denied the accusation and said he has never dealt with Napoles. He said his pork barrel went to projects in his home province of Batanes.

“Dapat talaga mag-imbestiga ang Department of Justice at ang Ombudsman, mas gusto ko nga yun … mas mabuti na maagang maliwanagan ang publiko sa katotohanan,” he said.

Napoles is accused of orchestrating an elaborate scheme that funneled Priority Development Assistance Fund (PDAF) money into ghost projects and NGOs, and giving kickbacks to legislators in return for their involvement in the scam.

She has submitted an affidavit to Justice Sec. Leila de Lima and has offered to become a state witness in a plunder case at the Ombudsman, which has so far indicted three senators.

In an earlier statement, Abad maintained that he has never dealt with Napoles in any capacity. He also said attempts to link him to the pork scam are part of efforts to bring down the Aquino administration.

Abad was also named in Lacson’s copy, one of three such lists according to President Aquino, of alleged pork barrel scam conspirators supposedly prepared by Napoles.

In late April, a story published by the opposition Daily Tribune quoted an unnamed source as saying that Napoles had supposedly pointed to Abad as the real brains behind the scheme.

In disputing the allegation, Abad said: “These fresh allegations that I ‘tutored’ Janet Lim-Napoles in designing the PDAF scam are simply not true. I have never dealt with Janet Lim-Napoles, much less acted as a mentor in executing her alleged schemes.”

On Tuesday, Malacañang said President Beningo Aquino III still trusts Abad in the face of allegations linking the Budget chief to the pork scam.

‘Legitimate, righteous business’

In the unsigned affidavit, Napoles said she “bought” an existing foundation, the Philippine Social Development Foundation Incorporated, using the knowledge she supposedly obtained from Abad. Later, she set up several other foundations “to enter into agreements” with politicians.

Napoles claimed that she gave 40- to 50-percent commissions to certain senators and congressmen in exchange for their PDAF allocation.

“There were times I made advances, rebates, commissions to lawmakers. For example, if there is a P5-million project, upon listing, the agreement will entail giving the whole 50-percent commissions or a mere portion of it,” Napoles said in her draft affidavit.

She also said that she believed her transactions with lawmakers were “legitimate and righteous.”

“I am only a simple person who wanted to earn for my family… Had I known that giving commissions is illegal, I would not have done such thing,” Napoles said.

“I did not benefit from the transactions alone. In fact, I have formed foundations to help others and do charity works,” she added.

Silent on her kickbacks

While Napoles detailed in her draft affidavit how much government officials supposedly received as commissions from the scam, she did not mention how much she earned from it herself.

She also claimed that different “agents,” including government witness Ruby Tuason and actor Mat Ranillo III, started negotiations with lawmakers, and not herself.

Napoles further said that these “agents” were the ones who followed up pork barrel transactions with senators and House members.

The alleged pork barrel scam mastermind also claimed that in the years when she transacted with lawmakers, the Commission on Audit’s guidelines on foundations were “not that clear.”

She added that she made sure that her projects were “delivering the goods to the people” and that “everything is within the acceptable standards.” —
