Village in Zambo Sibugay town gets P15-M ELCAC road project

0

ZAMBOANGA CITY – A village in Zamboanga Sibugay is a beneficiary of a PHP15-million farm-to-market road (FMR) concreting project from the National Task Force to End Local Communist Armed Conflict’s (NTF-ELCAC) Barangay Development Program (BDP).

Engr. Romel Duran, Zamboanga Sibugay Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) focal person, on Thursday identified the recipient of the road concreting project as Barangay Lacnapan in the town of Kabasalan.

Duran said the implementation of the project will start in September and is expected to be completed by early 2022.

The groundbreaking ceremony was held Wednesday with officials from the local government and the military in attendance, Duran said.

Before the groundbreaking, a pre-construction conference was held and attended by Kabasalan Municipal Mayor Katrina Balladares; Lacnapan Barangay chairperson Dominador Medrano Jr.; Maj. Cyril Atis, 44th Infantry Battalion executive officer, police officials, and villagers.

Duran said the PHP15 million FMR concreting project is part of the PHP20 million BDP fund downloaded to local government units as a development package for barangays cleared of New People’s Army (NPA) influence.

“I have been first deployed here in Zamboanga Sibugay in 1991, and for the past 30 years, I have seen how this barangay had progressed and broke free from the influence of the CTG (communist terrorist group),” Brig. Gen. Leonel Nicolas, Army 102nd Infantry Brigade commander, said.

“I urge everyone to continue protecting our community from the threats brought about by the CTGs for the future generation,” Nicolas added.

Reynaldo Dangcal, Alsa Masa Association president, said they are thankful to the government for giving them an FMR concreting project in their village.

The Alsa Masa Association members are former supporters of the NPAs and have surrendered to the government.

Dangcal said the completion of the project will surely spur development in Barangay Lacnapan.

The BDP is a hallmark program of NTF-ELCAC with the end goal of bringing development to former conflict-affected communities

For 2021, the NTF-ELCAC has identified 822 barangays nationwide that were former guerilla fronts of the Communist Party of the Philippines – New People’s Army – National Democratic Front.

Of the PHP19 billion total budget of the NTF-ELCAC, PHP16 billion is allotted for the development of 822 barangays cleared of insurgency.

The PHP16-billion BDP budget goes directly to local government units from the Department of Budget and Management. (PNA)

CIDG, victims file criminal raps vs. Sison, 3 other Red leaders

0

MANILA – The Criminal Investigation and Detection Group (CIDG) has filed four criminal cases against Jose Maria Sison and three other leaders of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) before the Department of Justice (DOJ).

In a statement released on Tuesday, CIDG chief, Maj. Gen. Albert Ignatius Ferro, along with former CPP-NPA-NDF members and other organizations appeared before the DOJ to file complaints against Sison, Redsa Balatan, Rey dela Pena alias “Reynaldo Santos”, and Joel Caliwliw.

Former rebel Lady Desiree Miranda alias “Ka Shane” and her two witnesses identified as Florida Versola Sibayan alias “Ka Pong” and Francisco Cortez Baesa Jr. alias “Buboy” joined the filing of cases along with investigators of the Anti-Fraud and Commercial Crimes Unit (AFCCU) and Women and Children Complaint Unit (WCCU), and other members of CIDG Task Force Makabayan.

Balatan allegedly violated Republic Act 9208 or Expanded Anti-Trafficking in Persons Act and RA 7610 or Special Protection of Children Against Abuse, Exploitation and Discrimination Act for recruiting Miranda while Pena and Caliwliw face two counts and four counts of rape, respectively.

In her complaint, Miranda said she was recruited by Balatan at the age of 14 as a member of Anakbayan, a CPP-NPA-NDF front organization involved in above-ground works.

Miranda received radicalization courses and became an NPA urban operator before joining the communist terrorism (Red Area Operation) at the CARABALLO Guerrilla Front covering the areas on Nueva Ecija, Nueva Vizcaya, and Pangasinan.

She became a full-pledge member of the NPA at the age of 18.

“Miranda was an example of a trafficked child who completed the cycle of the act of recruitment, deception, and exploitative purpose to engage a child in armed activities by the CTG,” Ferro said.

While in the communist terrorist group, Miranda was raped by her commander dela Pena sometime in 2016, molested by her vice squad leader Alvin Soria alias “Ka Bunso” in 2017, and sexually assaulted by Caliwliw in 2018.

When she tried to call the attention of CPP-NPA-NDF leadership, Miranda was dismayed because instead of getting the justice she deserved, the CTG officials mocked her and maligned her as somebody who has posttraumatic stress disorder (PTSD) and a “sex addict”, and was branded as mentally deranged.

Miranda decided to leave the group and surrendered to the government through her family after failing to get the promise of medical assistance from the CTG.

Sison is presently in the Netherlands, while Balatan, dela Pena, and Caliwliw are detained at Nueva Ecija provincial jail in Caalibangbangan, Cabanatuan City; at Bambang Police Station, Bambang, Nueva Vizcaya; and at Bureau of Jail Management and Penology (BJMP) provincial jail in Solano, Nueva Vizcaya, respectively.

“The CIDG, as mandated by law, has the duty to serve and protect the country and its citizenry without prejudice or bias,” Ferro said.

Ferro said the justice that Miranda wants to get “is now in the hands of the DOJ” based on the witnesses and evidence she and the CIDG presented to the DOJ.

“Hindi po natin isinasantabi ang pagtulong sa sinumang biktima ng krimen kabilang rito ang ating mga kababayang nagbalik-loob sa gobyerno upang mabigyang hustisya ang pananamantalang kanilang sinapit sa kamay ng grupong minsan nilang inaniban (We do not set aside any help we can give to the victims of crimes, including our countrymen who surrendered to the government to bring justice to the exploitation they suffered at the hands of the group they once joined),” Ferro said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973. (PNA)

Philippine Army averts NPA atrocity in Dumingag, Zamboanga del Sur

0

The Philippine Army successfully destroyed a Communist Party of the Philippines – New People’s Army (CPP-NPA) hideout and successfully prevented terrorists from carrying out their atrocities in the geographically isolated and disadvantaged sitio of Putok Marine in the hinterland barangay of Saad, Dumingag, Zamboanga del Sur on the evening of Saturday, August 21.

Preventing possible CPP-NPA atrocities relies on a tip from a concerned civilian in the neighborhood, as well as the activation of the community’s Barangay Defense System (BDS).

Utilizing the artillery units (Howitzers) of the Army’s 1st Field Artillery Battalion (1FAB), the combined troops of the 97th Infantry “Kalasaglahi” Battalion (97IB), 42nd Infantry “Tagapagtanggol” Battalion (42IB), and 53rd Infantry “Matapat” Battalion (53IB) under operational control of the 102nd Infantry “Igsoon” Brigade (102Bde) continues to pursue the fleeing NPA terrorists to protect the people of Barangay Saad and adjacent areas.

Barangay Saad Captain Jeffrey Señara expressed his gratitude for the Army’s presence in the area and for ensuring the safety of the people of Saad.

“We are forever grateful for the Army for their unending commitment to keep us safe,” said Hon. Señara in local dialect.

“Dumingag LGU and MTF-ELCAC will continue to support the Army to entirely destroy NPA terrorists in the municipality,” declared Hon. Joan Abejuela, mayor of Dumingag and head of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC).

Meanwhile, Lt. Col. Manaros Boransing, 97IB Commanding Officer, stated that the Army will persistently pursue the NPA terrorists while rigorously following to human rights and international humanitarian law.

“The Army will continue its mandate to bring peace so the people can sleep at night safe and sound, without the fear of communist terrorism,” said Lt. Col. Boransing.

Lt. Col. Jo-ar Herrera, 53IB Commanding Officer, further stated that this is an achievement for both the Army and the LGU, and that it is the result of the LGU’s close collaboration and community support.

“We also thank the LGU and the community for their support; this is a manifestation of the community’s strong rejection of communist-terrorist ideology,” said Lt. Col. Herrera.

Brig. Gen. Leonel Nicolas, commander of the 102nd Infantry Brigade, praised Dumingag town’s counterinsurgency action plan, dubbed “Oplan Amuma,” and urged NPAs still operating in the hinterlands to lay down their arms and return to the folds of law.

“This is a clear proof that Oplan Amuma is working at full throttle. We encourage the NPAs still in the hinterlands to surrender, avail the programs of the government, and start their lives anew,” said Brig. Gen. Nicolas.

Soldiers find NPA documents near clash site in S. Leyte

0

TACLOBAN CITY – The Philippine Army on Friday recovered important documents believed to have been left behind by fleeing New People’s Army (NPA) fighters in a small house near the site of an encounter in Bontoc, Southern Leyte where two rebels and a soldier died.

The pursuing soldiers found the documents in upland Lawgawan village in Bontoc town just two days after the bloody clash on August 18.

Troops found four mobile phones, several identification cards, eight medical clearances issued by the municipal health office of Jabonga, Agusan del Norte on April 28, 2021 for the travel of eight town residents, photos of a few individuals, other documents, and some personal belongings.

Likewise, the wall of the house intriguingly bears the marking: “Komander GAS God bless our home Pulang Araw.”

Lt. Col. Ernesto dela Rosa, Philippine Army 14th Infantry Battalion commander, said he believes the discovered documents were left by fleeing members of the NPA band that clashed with the troops.

However, the real identity of those in the ID cards and medical certificates need to be verified.

The following names appeared in the medical clearances and some in the identification cards: Carmelo A. Arcibal, Elnar G. Aplan, Narciso G. Aplan, Albert M. Galecia, Regalado R. Palomo, Rolando Aplan, and Danny Bolambot.

“While it is not certain that those names appearing in the documents are indeed members of the communist terrorist group, there is still a need to ascertain why those papers were found near the encounter site,” dela Rosa said in a statement.

Brig. Gen. Zosimo Oliveros, commander of the Army’s 802nd Brigade, called on families, relatives, friends, and those who know these people to come out into the open and help authorities determine the circumstances behind the subject individuals.

The rebels were hiding in the jungles of Bontoc as government forces intensified their combat operations in Leyte.

The military managed to locate the small NPA lair on August 18 based on tips from villagers.

The area is about 16 km. upland from Bontoc’s town center.

The encounter site in the upland area of Bontoc is near the boundary of Hilongos, Leyte where NPA remnants are frequently sighted by locals.

Ex-NPA members from Ata-Manobo tribe get new shelters

DAVAO CITY – Indigenous peoples from the Ata-Manobo tribe who were victims of the communist terrorist New People’s Army (NPA) in Talaingod, Daval del Norte receive a total of 68 housing units from the provincial government Monday.

The housing project at Sitio Tibucag, Dagohoy, worth PHP17.25 million, was funded by the Office of the Presidential Adviser on the Peace Process (OPAPP) with the province’s counterpart funding of PHP6 million.

The turnover was led by Defense Secretary Delfin Lorenzana, OPAPP Secretary Carlito Galvez Jr., and Gov. Edwin Jubahib.

Jubahib said the project was intended for IPs who were locked inside the United Church of Christ in the Philippines (UCCP) Haran Center who lost their homes due to NPA’s atrocities.

“Haran is not the solution. War is not a solution either. The real solution to improving your lives is through hard work and making use of your ancestral lands for your livelihood,” Jubahib said, as he vowed to provide livelihood assistance to the tribe.

“You need to strive hard. Nothing will change in your life if you just sit all day and wait for assistance. You have to work and send your children to school,” he said.

One of the beneficiaries was Datu Ginamao Andil who recently returned to the fold after six years of hiding at Haran Center.

Andil became a member of Salugpongan Ta’tanu Igkanogon Community Learning Center Council and eventually became a vice-chairman in 1990. He joined the NPA in 2002.

He was among the other tribal leaders who fought when the struggle ensued between the IPs, under the leadership of Datu Gibang Apoga, and the employees of Alcantara and Sons, a logging concession over a misunderstanding of logging activities in Talaingod.

“We are grateful to the police and the army, especially to Governor Jubahib who is looking into the situation of the people,” Andil said.

The former NPA member vowed to work hard to bring back to their respective communities some of the IPs families still left in Haran.

COA should come up with a documents of their alleged a anomalies and submit to the commission on corruption and not just describing in social media or the mainstream media , wherein in the target is being murdered slowly by bad publicity.

“I would like to believe Mr. Chair that this sweeping finding that there is a P67.3 billion public funds attended by deficiencies is premature Mr. Chair because they have not given DOH until September 27 to submit all the requirements and the documents that they needed. In other words the compliance report is yet still up which is still until next month. How can we now made sure that this P67.3 billion is accurate when this is supposed to be subject to the compliance report that will be submitted by DOH to them,” pahayag ni Marcoleta.

“P67.3 Billion is mind boggling Mr. Chair and any conclusion or any perception that our people may have in this kind of allegation will obviously alarm them if not scandalize them,” saad ni Marcoleta.

“Why was there a premature disclosure on the part of COA. And they did not right away tell the committee the DOH was given at least 60 days to comply with all the documents or other requirements needed by the COA itself,” dagdag ng mambabatas.

“It’s not correct at all na walang due process. Now the July 27 letter refers to the findings already in the report. So in other words if you look at the report if you read the report meron pong recommendations yan. And in those recommendations which the department is given 60 days to respond to, yun naman yun. So it’s not correct to say na hindi sila pinakinggan at all,” pahayag ni Mike Aguinaldo, Chairman ng COA.

“I think COA should also consider that we are not operating under normal circumstances. We’re operating under a state of public health emergency. Winarak na ninyo kami eh. Winarak na ninyo ang dangal ng DOH. Winarak ninyo ang mga kasama ko dito. Hindi makami makaharap sa mga tao dahil lahat ang dami-daming sinasabi, ang dami-daming paratang. Wala pa rin akong tulog. Ilang gabi na po ito. Kasi, this is really unfair, unjust that this judgement has been handed down clearly without giving the DOH the whole 60 days within which we should have given our rejoinder and reported on the actions on their recommendations,” hinaing ni Secretary Duque.

“You make a report. Do not flag and do not publish it because it will condemn the agency or the person that you are flagging. The flagging is spelled f-l-a- g-g-e-d. Ang ginagawa ninyo is f-l-o-g-g-i-n-g. Flogging, hampas. Eh huwag naman sige kayong flag nang flag. Tapos wala namang napreso, wala naman lahat. And yet you know that when you flag, there is already a taint of corruption by perception. You cannot… You know, this COVID-19 will never be won by the way you are also behaving,” ayon kay Pangulong Duterte na ang tinukoy ang COA.
