Gov. Troops kill 16 Maoist-led rebels in Samar air strikes in the biggest battle this year

0

(August 16, 2021) – Government troops on Monday killed at least 16 Communist New People’s Army (NPA) guerrillas in a land-sea-air assault at several rebel encampments outside Dolores town in Eastern Samar in what could be the biggest encounter this year, an army general said.

Major General Pio Dinoso III, commander of the 8th Infantry Division, said ground troops are still scouring the area for remnants of a large formation of Maoist-led rebels who dispersed after the air force, using FA-50 light jets dropped bombs at a known rebel encampment, where the guerrillas were believed to be manufacturing improvise bombs.

“We could not give you an exact number of casualties on the ground because our troops are still in the area,” Dinoso told journalists, adding the military suffered no losses. He said nearly 30 high-powered weapons were recovered in the area.

Another military officer, an army colonel assigned in Samar, said the presence of the rebels was detected by “heat signatures” when the army sent drones to locate the rebels’ camp after it received information from civilians.

“There were three targets,” he said. “We’re looking for a big rebel training camp deep in the wooded areas in Barangay Osmena in Dolores town. We have to make several passes in the area to confirm the rebels’ presence. Then, we sent the fighters and an Agusta helicopter to drop bombs and deliver rockets to the enemy camp.”

He said ground forces from the 52nd Infantry Battalion, backed by artillery fire, moved in as the rebels scampered in every direction. Troops from the 78th Infantry Battalion were sent to reinforce operating ground units.

In Manila, Colonel Ramon Zagala, the military spokesman, said the local community gave information about the presence of rebels outside Dolores town. He promised to give details of the operations as soon as troops complete an inventory of firepower recovered and the number of casualties.

“It’s a decisive battle,” Zagala told News5 Digital. “We’ve hit them hard. We are still assessing the impact of this major tactical victory on the morale of the enemy.”

The NPAs have been waging a protracted guerilla warfare for more than five decades in a conflict that has killed 40,000 people and stunted economic growth in the resource rich but poor rural areas in the country.

President Rodrigo Duterte has vowed to crush the insurgency after scrapping peace negotiations with the Communist Party of the Philippines’ political arm, the National Democratic Front (NDF) in 2017.

He then issued an executive order creating the national task force on ending local communist armed conflict (NTF-ELCAC), a whole-of-the-government approach to fighting domestic security threats.

Last month, Duterte announced in a speech before a joint session of Congress the military has dismantled 15 NPA fronts in the last five years and more than 17,000 rebels have surrendered, boasting the communist insurgency is waning.

However, the Communist Party of the Philippines denied Duterte’s claims, saying the figures he had cited make up a “minor part” of their guerrilla forces.

Gabriela violates PH Constitution by receiving foreign funds

0

MANILA – National Security Adviser (NSA), Secretary Hermogenes Esperon, Jr., said women’s party-list group Gabriela is receiving financial assistance and support from foreign sources which is a clear violation of the Philippine Constitution.

This was part of Esperon’s testimony given via video teleconferencing before the 2nd Division of the Commission on Election (Comelec) on Aug. 12, in support of the National Task Force to End Local Communist Armed Conflict (NTF ELCAC) petition for the cancellation of registration of  Gabriela Women’s Party (GWP) and the  General Assembly of Women and Reforms (GAWR) in the party-list system

Gabriela is short for General Assembly Binding Women for Reforms, Integrity, Equality, Leadership and Action, Inc.

The NTF-ELCAC petition contends that Gabriela is violating Section 2, Paragraph 5, Article 9 (C) of the Philippine Constitution by receiving financial assistance from a foreign government and non-government organizations (NGOs).

Political parties found guilty of such offenses can have their registration with the Comelec canceled.

Also, Rule 32, Section 8 (D) of the Comelec Rules of Procedure states that receiving support from any foreign government is one of the grounds for the cancellation of the registration of any political party.

Esperon added that Gabriela is receiving Belgian financial support, through Belgian accredited NGOs that were subjected to external financial audit by international accounting firm Mazars that was contracted by the Belgian government to audit or review its 2014-2016 and 2017-2021 programs.

Mazar’s report showed that Gabriela, together with Ibon Foundation and Karapatan are the local partners of Viva Salud VZW., a Belgian accredited NGO.

Anti-Money Laundering Council (AMLC) report, he said, shows that Viva Salud sent a remittance to Gabriela amounting to PHP1,811,867.35 on March 28, 2019, and six remittances from Intl. Fstone Ltd. of London, United Kingdom in amounts ranging from PHP1,058,392.42 to PHP2,190,628.52 from September 2015 to March 2019.

Interconnected

Esperon, who is also NTF ELCAC vice-chairperson, added that Gabriela, Inc, GWP, and GAWR are closely interconnected.

He said the past representatives to Congress of GWP were Incorporator(s) of Gabriela Inc. in their registration with the Securities and Exchange Commission (SEC).

“For example, Rep. Emerenciana de Jesus representing GWP in Congress for the period of 2016-2019 was also an Incorporator and Chairperson of Gabriela, Inc., for the period of 2013-2015,” he added.

Esperon also noted that Representatives Liza Maza and Lana Linaban, all of GWP, were also Incorporators of Gabriela, Inc.

The GWP, he said, used the same acronym Gabriela in its 2016 Statement of Contributions and Expenditures (SOCE) submitted to the Comelec and 2014-2015 General Information Sheet (GIS) with the SEC.

He also presented AMLC report stating that GABRIELA, GABRIELA, Inc., and GWP used their names interchangeably.

It was also noted that GWP representative, Congresswoman Emerenciana A. de Jesus, a Gabriela party-list member and chairperson of Gabriela, Inc., from 2013-2015, contributed a total of PHP930,000.00 to GWP during the 2019 national and local elections as shown in GWP’s 2019 SOCE.

To reiterate, she was also the representative to Congress under GWP from 2016 to 2019.

Esperon said the party-list group has willfully and deliberately circumvented the provisions of the Constitution and Comelec rules. (PNA)

BIR files 84 cases before DOJ to collect P3.15-B tax liabilities

MANILA – The Bureau of Internal Revenue (BIR) has filed 84 complaints before the Department of Justice (DOJ) against suspected tax evaders involving PHP3.15 billion in estimated tax liabilities in the first half of 2021.

According to a report to Finance Secretary Carlos Dominguez III, the BIR is also pursuing 17 cases before the Court of Tax Appeals (CTA) as of end-June to collect an estimated PHP1.54 billion in total tax liabilities under its Run After Tax Evaders (RATE) program.

BIR Deputy Commissioner Arnel Guballa said in his report during a recent Department of Finance (DOF) executive committee (Execom) meeting that as part of the Bureau’s Oplan Kandado, it has padlocked 274 commercial establishments in the first half of 2021 for various tax code violations, which resulted to collections of PHP1.014 billion in back taxes.

Guballa said that last July 1, as earlier reported in the media, the BIR seized thousands of Relx and Snowplus++ heated tobacco and vape products being sold in several establishments, branches and kiosks around Manila, particularly in several major shopping malls after it found out that these items were untaxed.

He said the BIR confiscated from a warehouse inside the Technology Resource Center (TRC) compound  in Pampanga a total of 27,132 packs of cigarettes either without internal revenue stamps or with fake stamps, along with a motor vehicle, and raw materials and chemicals used for cigarette production.

Another warehouse at the Global Aseana Business Park in San Simon, Pampanga yielded 2.06 million pieces of fake internal revenue stamps, two cigarette-making and packing machines, and raw materials and chemicals.  “The estimated total excise tax leakage from both warehouses is PHP1.56 billion,” Guballa said. (PR)

Children in Abra learn from their teachers via Walkie Talkie two way Radio

Cordillera – To continue teaching their pupils in the new normal, teachers from this little town of Abra had came up with this innovative idea of using walkie talkie two-way radio as a means to teach their students since internet is not accessible in the area.

Teachers from Danac Elementary School opted to use walkie talkie to be able to assist pupils and parents in learning and answering their Self Learning Modules, according to DepEd Tayo Abra.

Each grade level is allotted an hour of On Air Class Discussion from Monday to Friday.

In  a video posted by DepEd Tayo Abra, a teacher is using hand-held two-way radio to relay instructions to the parents and kids on how to answer their modules.

Parents and kids on the other end carefully listen to the teacher’s instruction via walkie-talkie.

Meanwhile, a grade 6 teacher from Ifugao went extra mile just to help one of her student whose living in the mountain learn from his module.

Teacher Helen Omela of Ayangan Elementary School in Mayoyao, Ifugao even followed her student when he went to their ‘kaingin’ to guard their rice plant against Maya birds.

The kids together with their parents were pleased with the concerns and love shown by the teacher Omela.

Slain high-value drug suspect yields P1.7-M shabu in Cebu City

CEBU CITY – A drug suspect who belonged to the regional list of top 10 high-value individuals was killed and a total of PHP1.7 million worth of suspected shabu was seized from him by authorities in a joint buy-bust operation here Saturday night.

Philippine Drug Enforcement Agency (PDEA)-Central Visayas regional director Levi Ortiz said his office collaborated with the Regional Police Drug Enforcement Unit-7 to arrest the suspect identified only as alias “Kimpoy”, a resident of Sitio Sosco, Banawa Hills, Barangay Guadalupe, this city.

During the operation at the South Road Properties, Barangay Mambaling here, the suspect sensed that he was transacting with a police operative and fired at the latter, who was forced to shoot back and killing him in the process, Ortiz said.

He said operatives called for an ambulance but the suspect died before being brought to the hospital.

Ortiz told the Philippine News Agency that the cops recovered during the transaction “one big size pack and two medium pack heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu” with an estimated weight of 250 grams and PHP50,000 buy-bust money with one genuine PHP500 bill on top.

The operatives also found on the suspect’s body a big-sized transparent plastic sachet, 10 medium-sized transparent plastic sachets, two small-sized transparent plastic sachets, all containing white crystalline substance believed to be shabu with an estimated total weight of 250 grams, a black sling bag, a digital weighing scale with black case, two PHP100 bills and assorted transparent plastics.

The recovered drugs weighed a total of 500 grams with an estimated value of PHP1.7 million.

Meanwhile, Scene of the Crime Operation personnel found a .45 caliber pistol with a magazine loaded with four live ammunition and an empty shell at the site. (PNA)

PH non-medalists in Tokyo Olympics to get PHP500-K reward

MANILA – For being part of the Philippines’ most successful Olympic campaign ever, even those who failed to land a podium finish in this year’s Tokyo Olympics will still receive a monetary reward.

The Philippine Olympic Committee (POC) announced on Thursday that the MVP Sports Foundation will be giving away PHP500,000 each to the Olympic non-medalists.

“Everyone on Team Philippines in these ‘Golden Olympics’ deserve all the praises, and in this case, incentives, they need,” POC president Bambol Tolentino said. “Qualifying for the Olympics is already that difficult, what more competing in the Games themselves.”

Benefiting from this development are rowing’s Cris Nievarez, taekwondo’s Kurt Barbosa, skateboarding’s Margielyn Didal, shooting’s Jayson Valdez, gymnastics’ Carlos Yulo, boxing’s Irish Magno, judo’s Kiyomi Watanabe, weightlifting’s Elreen Ando, golf’s Juvic Pagunsan, athletics’ EJ Obiena (pole vault), Kristina Knott (200m run), and swimming’s Remedy Rule and Luke Gebbie.

The place in the history of the Philippines’ 2020 Tokyo Olympics team has been secured when Hidilyn Diaz won the country’s first-ever gold in the women’s 55-kg weightlifting event.

Nesthy Petecio added a silver in the women’s featherweight boxing event.

Still in the running for a medal are golfers Yuka Saso and Bianca Pagdanganan.

Pagdanganan finished the first round of the women’s golf event within striking distance of a Top 3 finish after going two-under-par 69 on Wednesday, good for a share of seventh place with Round 2 ongoing as of posting.

On the other hand, boxers Eumir Marcial and Carlo Paalam are already assured of medals as well but can still upgrade them to silver or even gold.

Paalam will face Japan’s Ryomei Tanaka in the flyweight division, while Marcial battles Ukraine’s Oleksandr Khyzhniak in the middleweight division during their semifinal matches later Thursday.

The four medals this year are the most hauled by the Philippines in a single Olympiad, besting the three bronzes in the 1932 Los Angeles Olympics. (PNA)

High-powered guns bound for Mindanao seized in N. Samar port

0

TACLOBAN CITY – The seizure of several firearms and ammunition in Northern Samar should serve as a warning against those planning to illegally transport firearms through ports in Eastern Visayas, the Police Regional Office 8 said on Thursday.

Col. Ma. Bella Rentuaya, PRO-8 spokesperson, said policemen in the region have been ordered to step up their check against illegal possession of firearms to ensure peaceful and orderly elections next year.

This came after the arrest of four men on Wednesday for alleged possession of several high-powered firearms at the Port of Allen town in Northern Samar.

Initial investigation disclosed that these firearms are allegedly intended for members of Bangsamoro Islamic Freedom Fighters (BIFF) and local terrorist groups in Mindanao.

“We commend our police in Northern Samar for enforcing the Comprehensive Firearms and Ammunitions Regulatory Act. This is to show that the PNP is serious in running after gunrunners,” Rentuaya said in a text message sent to the Philippine News Agency.

The suspects were identified as Daud Kumamang Ludungan, 43; Roger Daud Baguindali, 33; Wahid Esmael Yusop, 23; and Abdulgapor Buday Singh, 65, all residents of Maguindanao.

Police operatives and Philippine Coast Guard personnel flagged down the four suspects on board two vehicles around 1:40 p.m. at the town’s port. The pier is part of the nautical highway that connects Eastern Visayas and Luzon.

Rentuaya said government forces received a report on Wednesday morning that two vehicles heading to Maguindanao from Taguig City loaded with firearms would pass by the Port of Allen.

The suspects failed to produce documents to prove that the cargoes are not loose firearms. The cars were heading to Datu Piang, Maguindanao from Taguig City.

Seized from the suspects were 30 M-16 rifles, three .45 caliber pistols, and several magazines and ammunition.

The guns were hidden inside the tire compartment and side doors of the vehicles, according to authorities.

The four suspects are now detained at the Allen town police station and will be charged with illegal possession of firearms. (PNA)

Samar road project delayed by NPA arsonists

0

TACLOBAN CITY – The burning of heavy equipment used to build a road by the New People’s Army (NPA) is a clear indication that communist terrorist groups (CTGs) are against development in Northern Samar.

Maj. Gen. Pio Diñoso, commander of the Philippine Army’s 8th Infantry Division, said on Friday that the incident derails the completion of the vital road project that forms part of a road link that will connect Northern and Eastern Samar provinces.

“The recent burning in Las Navas, Northern Samar of construction equipment used for road projects clearly shows that the NPA is anti-development and anti-people,” Diñoso told the Philippine News Agency.

On Thursday, 20 NPA members burned 10 heavy equipment in San Francisco village, owned by CDU Construction based in Catarman town.

The PHP32-million worth of equipment torched by rebels include two backhoes, a bulldozer, loader, dump truck, self-loading truck prime mover, crane, grader, welding generator set, and road roller.

“There could only be one reason for this arson. Their demand for money or more money has not been met as contractors have had enough of these terrorists’ extortion. Nonetheless, the contractors will not be cowed and have pledged to not give in to terrorists’ demands,” Diñoso said.

The road under construction is part of the new highway that connects the towns of Jipapad in Eastern Samar and Las Navas in Northern Samar.

Work includes the opening of 1.8 kilometers roadway, concrete paving of 2.4 kilometers carriageway, drainage canal, construction of a bridge and its approaches, and installation of road safety devices.

Las Navas, a fourth-class town in Northern Samar with a population of 36,621, has been the center of propaganda by several organizations linked to the Communist Party of the Philippines (CPP)-NPA.

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)

Fact Checker Vera Files should be Fact Checked

Vera Files even failed to distinguish the difference between “began” and “completion”… lol their factual findings seems to contradicts theirs.

Vera is holding false information then! Misinformed? Or just wanted to misinform?

COMPLETE AND VERIFIABLE FACTS

*The LRT-2 East Extension Project was originally conceptualized in 1999, under the Metro Manila Urban Transportation Integration Study (MMUTIS);
*The project was two decades in the making, encompassing four (4) administrations;
*It was during the time of former Presidents FVR and Erap when the Master Plan that identified the need for the LRT-2 East Extension Project, the Metro Manila Urban Transport Integration Study (1996-1999) was developed;

*It was during the time of former President GMA when the LRT-2 East Extension Project was included in the investment program of the National Government, both in the 2005 Medium Term Philippine Development Plan (MTPDP) and 2009 Comprehensive Integrated Infrastructure Program (CIIP);

*It was (again) during the time of former President GMA when the series of feasibility studies that eventually led to the investment approval for the LRT-2 East Extension Project started (March 2010 Japan Study on Economic Partnership Projects in Developing Countries in FY 2009; October 2011 JICA Pre-Feasibility Study; July 2013 JICA Detailed Feasibility Study);

*It was during the time of former President PNoy when the NEDA Board Approval (04 September 2012), and the JICA Loan (27 March 2013) were secured, as well as the awarding of the 1st out of 3 construction contracts (viaducts; 23 December 2014); and,

*It was during the time of PRRD when the right-of-way acquisition (especially for the stations) was completed, the 2nd out of 3 constructions contracts (stations; 9 December 2016) was awarded, the 3rd out of 3 constructions contracts (electromechanical systems; 14 December 2018) was awarded, and the LRT-2 East Extension Project was completed for the benefit of the riding public.

So, again, as far as the LRT-2 East Extension Project is concerned, let me end by saying.

Thank you, Pres. FVR.
Thank you, Pres. Erap.
Thank you, Pres. GMA.
Thank you, PNoy.
Thank you, PRRD.
and Thank you, Filipino people! 🇵🇭

Please note, Vera Files, that even if the LRT-2 East Extension Project was approved by the NEDA Board on 04 September 2012, only 1 of the 3 construction contracts was awarded before the current Administration — i.e., the Viaducts Contract was awarded on 23 December 2014.

As of June 2016, 2 of the 3 construction contracts have not yet been awarded, and have not yet started any construction, manufacturing, and installation.

The contracts for the following were non-existent as of June 2016, and it was the current Administration that had to catch-up to award these:

The contracts for the following were non-existent as of June 2016, and it was the current Administration that had to catch-up to award these:

  • 2 Stations
  • Electromechanical Systems, which covers the following:
  • Trackworks
  • Power Supply System
  • Overhead Catenary System
  • Signaling System
  • Telecommunications System
  • Supervisory Control and Data Acquisition (SCADA) System
  • Automated Fare Collection System (AFCS)

In other words, ang nadatnan ng current Administration sa LRT-2 East Extension is the viaducts construction, na ongoing at hindi pa tapos. As of July 2016, ni kontrata wala pa para sa 2 stations, trackworks or riles, kuryente para sa mga tren, signaling and telecoms system, control system, at fare collection system.
