Philippines needs leaders who protect human rights – Robredo

0

In defending democracy, Vice President Leni Robredo said people need leaders who protect human rights and has empathy and not those who display brute force and intimidate people they govern.

“Defending democracy for us means embracing all of its imperfections and supporting extraordinary leadership that will make democracy work despite its imperfections,” Robredo said.

“Now, more than ever, we need leaders who will step down from their pedestal and walk with the last, the least, and the lost. We need leaders who will commit themselves to the protection of human rights. Leaders that draws strength, not through brute force or intimidation, but through acts of empathy and respect,” she added.

The Vice President delivered the keynote speech during the leadership forum held at the Center for Strategic and International Studies in Washington, DC.

Robredo, a longtime human rights lawyer, spoke on the theme “In Defense of Democracy” before the top policy think tank. The forum is considered a premiere platform for discussing issues that have significant impact on Southeast Asia and the Indo-Pacific.

In her speech, the Vice President underscored the need for the United States and Philippines to make democracy “more relevant and responsive” for the people in the face of threats to democracy.

“We could, and should, make public institutions more responsive and promote good governance. We could, and should, do more in ensuring that democracy leads to more people living better lives,” Robredo said.

“However, the need to make our democracies more relevant and more responsive should never be an excuse to give up on its principles and values. Instead, it should inspire us to seek ways to make it better,” she continued.

The Vice President spoke about the emergence of new modes of “populism, protectionism, and extreme nationalism” that have become “alternatives” to “defunct” democratic values.

These, she said, are being spread by various networks on the Internet and social media to “bypass borders and institutional regulation.“

“This has given rise to a new breed of populist leaders, seeking to reintroduce tyranny as a more alluring counterpoint to democracy,” said Robredo.

Robredo then cited “How Democracies Die,” a book written by Steven Levitsky and Daniel Ziblatt, about the ways to break democracy.

“It is less dramatic but equally destructive. Democracies may die at the hands not of generals but of elected leaders—presidents or prime ministers who subvert the very process that brought them to power,” she quoted the book.

In her remarks, Robredo highlighted the importance of the Philippines’ defending its democracy, particularly against the “aggressive expansionism,” in the West Philippine Sea.

“Today, we reiterate our commitment to a rules-based order within the region, founded on mutual respect of international law, treaties, and agreements,” she said.

“The rise of China will no doubt usher in a new era of prosperity in Asia. But aggressive expansionism that threaten to trample on the sacred percepts of international law, and done at the expense of smaller, less powerful nations, must at all times, be met with diplomatic resistance,” Robredo stressed.

The Vice President also thanked the U.S for its assistance in battling insurgency and terrorism in the country.

“Ending it allows our military to focus on other growing external challenges we face, such as the row in the West Philippine Sea,” she said.

To Grace Poe, asan na nga ba ang committee report or update regarding sa Mamasapano Investigation?

0

Enrile asked why Poe’s committee report on Mamasapano was not scheduled for deliberations… Enrile said it would be forgotten if not calendared for deliberations, BECAUSE SOME POLITICIANS WERE RUNNING FOR THE PRESIDENCY IN 2016. Aquino was President  Those involved in Mamasapano were Aquino, Ochoa, Roxas, etc. If you remember Poe was hoping she would be anointed by Aquino, over Roxas. Both of them had been called by Aquino to the Palace.

In the second headline, Poe herself said there is no need for a second hearing even if the first hearing DID NOT PROVE LIABILITY OF THOSE INVOLVED. The public howled. Then, a second hearing was held. NO THANK YOU, MISS MIDDLE GROUND NO PRINCIPLES.

MANILA, Philippines – With only 7 months to go before the 2016 presidential elections, Senate Minority Leader Juan Ponce Enrile asked Senator Grace Poe on the status of the controversial Mamasapano report.

Enrile said he shares the families’ fear that the issue would be “quickly drowned” by the 2016 elections. After all, he said, many of those who expressed sympathies and commitment for justice are “now aspiring to be the next top leaders of the nation.”

“They nurse the understandable fear that the injustice done to them would just as quickly be drowned by the noise and frenzy of the 2016 election fever; and that if the tragedy is at all mentioned, such would only be used for political propaganda,” Enrile said in a privilege speech on Wednesday, October 7.

“They must know, as well, how each member of this Senate took their respective stands and duties in the findings of the investigation and the specific recommendations contained in the report,” he added.

Of the 21 senators who signed the committee report, at least 8 are running in 2016, including Poe for president; Francis Escudero, Ferdinand “Bongbong” Marcos Jr, and Alan Peter Cayetano for vice president; and re-electionists Vicente “Tito” Sotto III, Ralph Recto, Sergio Osmena III, and Teofisto “TG” Guingona III.

The former Senate president said many of their inquiries “after being terminated, and the reports signed, filed and publicized” remain only as reports and “never reach” discussions and voting in the plenary.

GMA Head Writer, Nanawagan na Huwag iboto sina Mocha at Bong Go?

Filipino screenwriter for film and television Suzette Severo Doctolero reacted to a video made by social media personality Drew Olivar saying that Senator Grace Poe is afraid of former PCOO Asec Mocha Uson because the latter is most likely to be the top one senator this coming elections on 2019.

Doctolero took offense of Olivar’s post, saying that he has become very annoying and has been baseless in his conclusions and accusations. He asks Olivar how could Uson be the top one senator when she has not even cracked the Top 10.

She then goes on to say that she may have defended Uson against sexist remarks but that does not mean that she is fit to become a senator of the country.

In a seemingly desperate tone, Doctolero calls on the people to not vote people who are corrupt, or who have had cases of corruption, or ex actors and actresses who have not proven their worth in legislation, and other people who do not have good intention for their service.

“wag iboto ang alalay lang ng Presidente o si Mocha na wala ding alam. O ang mga dilawan na nagpapanggap na itim, blue at ibang kolor,” Doctolero said.

She says that research must be done, looking into their backgrounds, records of public service, among others.

“Dapat binubusulan siya. Nakakairita boses.

Wala tayo maiboboto hahaha.”

Fertility rate ng Pilipinas, pinakamataas sa Asia – United Nations Population Fund (UNFPA)

0

The Philippines, the second biggest country among members of the Association of Southeast Asian Nations, has the highest total fertility rate (TFR) in the region, according to the United Nations Population Fund (UNFPA).

Iori Kato, UNFPA country representative in the Philippines, said the country’s population is fast growing.
“If you ask me if it’s good or bad, you must look at the rate of employed persons,” Kato told Manila Times in an interview.

The Philippine Statistics Authority defines TFR as the average number of children that would be born alive to a woman during her lifetime.

The Department of Labour and Employment earlier reported that of the Philippines’ 100.98mn population, roughly 30% are employed.

“If close to half of population is jobless, it’s for you to decide if the TFR is good or bad for the Philippines,” the UN official said.

He said the Philippines’ TFR has always been above the target. The UNFPA said countries with high TFR can reap “demographic dividend.”
Demographic dividend, based on the agency’s definition, is the economic growth potential that can result from shifts in a population’s ages structure, mainly when the share of the working age population is larger than the non-working age share.

“Over half of Filipinos are 24 years of age or below. For this youthful country to reap a demographic dividend, there is an imminent need to invest more in health, education and employability of young people and on gender equality,” Kato said.

He added that many Filipino adolescents are not reaping the fruits of their most productive years.

“Millions of Filipinos would benefit from having the power to choose whether and when to have children, and how many children to have. If you can plan your family, you can plan your life,” Kato said.

He added that the UNFPA will continue to partner with the Philippines to ensure that all Filipinos have access to sexual and reproductive health information and services.

Ayaw nila sa iba! Hiniling ng mga Dabawenyo na tumakbo ang 3 kung anak – Duterte

While he is against dynasty politics, President Rodrigo Duterte on Thursday said his three children were forced to run for an elective post in Davao City.

“Ayaw ko ng dynasty but we are forced,” Duterte said at the 44th Philippine Business Conference and Expo in Manila.

Davao City Mayor Sara Duterte-Carpio is running for a reelection while Sebastian “Baste” Duterte will vye for the vice mayoral post.

Resigned vice mayor Paolo Duterte, on one hand, earlier filed his candidacy for a congressional seat in 2019.

In his speech, Duterte challenged his critics to go to Davao and conduct a survey on how people there perceive political dynasties.

“You conduct a survey… Tanungin mo ‘yung tao… because sasabihin nang mga barangay captains, ‘Ayaw namin niyan.’ Hindi na magkakampanya iyan kung ayaw nila,” the chief executive said.

“Usually, kapag naumpisahan ng isa, tuluy-tuloy na iyan kasi hingin ng mga tao,” he added.

President Duterte, DOE Secretary Cusi Sign Oil Exploration Deal With Israeli Firm

Department of Energy (DOE) Secretary Alfonso G. Cusi attended today the Ceremonial Signing of the Petroleum Service Contract (PSC) for Area 4 (East Palawan Basin) of the Fifth Philippine Energy Contracting Round (PECR5) at the Presidents’ Hall of Malacanan Palace.

The projected minimum total expenditure is valued at $34,350,000 to be derived from studies, data gathering and drilling activities over the initial seven-year contract duration.

“This is the first petroleum service contract signed under the Duterte administration,” Cusi said.

“In fact, the last service contract awarded was with PXP Energy Corporation. This was almost five years ago in 2013,” he added.

“The President has been very clear – our country needs to attain energy security and sustainability at the soonest possible time,” Cusi said.

The awarded PSC is part of PECR5, which was launched in May 2014. The PECR was established as a transparent and competitive system of awarding service or operating contracts for prospective petroleum or coal areas within the country.

Established in 1992, Ratio Petroleum has a number of large-scale operations at the Levant Basin in the Eastern Mediterranean Sea, off the coast of Israel, as well as off-shore operations in the Republic of Malta and the Co-operative Republic of Guyana.

Islamic State fighters return to Mindanao

0

Battle-hardened Islamic State (IS) fighters fleeing lost territory in Syria and Iraq have returned to Mindanao to try to establish a province for the jihadi group in Southeast Asia, the Washington Times reported on Sunday.

Quoting figures from the Washington-based Center for Strategic and International Studies (CSIS), the Times said there were more IS-affiliated fighters in Southeast Asia, especially from armed groups based in the Autonomous Region in Muslim Mindanao (ARMM), than there ever were battling US forces in Afghanistan and Iraq during the height of the US-led wars there.

The Times said a US Department of State assessment had put the Philippines for the first time among the five countries with the most terrorist attacks.

The Philippines, along with Afghanistan, India, Iraq and Pakistan, were the sites of nearly 60 percent of terrorist attacks last year, the Times quoted state department officials as saying in their latest assessment of terrorist activity around the globe.

‘Resilient, determined’

“[IS], al-Qaida and their affiliates have proven to be resilient, determined and adaptable,” the paper quoted Ambassador Nathan Sales, the state department’s top counterterrorism coordinator, as saying.

“They have adjusted to heightened counterterrorism pressure in Iraq, Syria, Somalia and elsewhere,” Sales said in the Times report.

“Foreign terrorist fighters are heading home from the war zone in Iraq and Syria or traveling to third countries to join [Islamic State] branches there,” he said.

As the IS plan for a homeland in the Middle East collapses, foreign fighters have found other places to wage war against the West, including in their own backyards, Greg Poling, an Asia analyst with CSIS, said in the Times report.

“As we execute victories on the ground in Iraq and Syria, [IS] is going to disperse” to other areas around the globe, including Southeast Asia, Poling said.

Ungoverned region

“The southern Philippines is still an ungoverned region,” he said.

The threat, the Times said, exploded into view in May last year when members of the Maute gang of extortionists and a faction of the Abu Sayyaf bandit group that had pledged allegiance to IS overran the city of Marawi in Lanao del Sur province and held it for five months.

Black IS banners flew over Marawi — the first city in Southeast Asia to be seized by an IS affiliate — until October, when the Philippine military, backed by US intelligence and air power, took back control.

Although the leaders of the Maute and Abu Sayyaf groups were killed in the aftermath of the siege of Marawi, the Times quoted Poling as saying, the goal of establishing an IS caliphate or province in Southeast Asia, with the southern Philippines as the de facto capital, will remain a key goal of the jihadi group’s affiliates in the region.

“Affiliates will try to hold territory, they will try to establish a new caliphate,” Poling said in the report.

“That is a requirement if you want to be an [IS] affiliate, and they did it [in Marawi]. They held a major Philippine city for [five] months—they were not supposed to be able to do that,” he said.

Terror suspects arrested

The Times report came as government forces arrested three suspected members of an IS-linked terrorist group in Tupi, South Cotabato province.

Chief Supt. Eliseo Tam Rasco, police director for the Soccsksargen region, said Akmad Bulacon and his sons Muktar and Zandro were arrested during a joint police-military raid on their house at Barangay Palian in Tupi.

Two IS flags, M-16 rifles, ammunition, explosives and materials for making bombs were seized from the house during the raid early on Monday.

Rasco said the black IS flags indicated that the Bulacons were members of the IS-linked terror group Ansar al-Khilafa Philippines.

Two other sons of Bulacon—Mohammad and Arafat—who are wanted for murder escaped during the raid, Rasco said.

President Duterte placed the entire island of Mindanao under martial law at the height of the Marawi siege to quell the terrorist uprising.

Congress extended martial law to the end of this year and may extend it through next year, the Times said.

Mixed signals

Military officials have sent mixed signals about the dangers of IS, according to the Times report.

“The greatest threat that we have now is really [IS],” Gen. Carlito Galvez Jr., chief of staff of the Armed Forces of the Philippines, told a congressional hearing in late August.

Galvez, the Times said, cited in particular the IS influence on local movements such as the Maute gang, Bangsamoro Islamic Freedom Fighters in central Mindanao and the Abu Sayyaf in western Mindanao.

But Galvez, the paper said, also warned about the IS penchant for claiming responsibility for every act of violence, even if it had no hand in the attack.

“They are claiming everything,” the Times quoted Galvez as telling reporters last month. “They are doing it to heighten the support and to show that they are still there.”

New mission

The Pentagon funneled $16 million in fiscal 2017 into a new counterterrorism mission in the southern Philippines, the Times said.

Roughly 200 to 300 US troops are serving in advisory roles in the Philippines, the Times said, citing figures from the Pentagon.

The Times quoted Poling as saying the small military footprint was focused on preventing rather than responding to terrorist attacks.

“We are more committed to preventing, and not just rolling back, the threat,” Poling said.

In addition, Poling said in the report, the Philippine military is “far more capable, far better equipped” than any of the armed groups in the southern Philippines. —With a report from Edwin O. Fernandez
