Anakbayan and Kadamay calls for Duterte’s ouster

MANILA, Philippines   –  Peasant group Kadamay, whose members were allowed by the government to occupy housing projects in Pandi, Bulacan early this year, is now seeking the ouster of President Rodrigo Duterte.

Members of the group trooped to Mendiola on Friday, December 8, to protest against the current administration’s ‘tyrannical rule’.

In a statement, Kadamay Spokesperson Cel Cari condemned the government’s alleged continuing oppression of the poor through the demolition of houses, inaction on lack of housing program, contractualization, lack of employment opportunities, militarization, land grabbing and killing of lowly farmers and peasants, among others.

“Kumpleto ang mga dahilan para ipanawagan natin ang pagpapaalis sa kanya sa puwesto,” said Cari. [We have complete reasons to call for his ouster.]

Kadamay also criticized not only the Duterte government’s failure to deliver on his promise, but the ‘killing of the poor’ through other means.

All critics being targeted

Gloria Arellano, Kadamay’s national chairperson, said the government’s current war is not only against drug addicts, but against activists and its critics whom it wants to silence.

“Noong una, mga “adik” daw ang tinutugis. Sumunod ang mga “ISIS” raw pero mga Moro at pambansang minorya ang inaatake. Ngayon lahat ng uri ng kritiko ng rehimen,” said Arellano.

[Before they were only targeting addicts. Then they targeted ISIS, but in fact they attacked the Moro people and the minorities. Now, they are targeting all critics of this regime.]

The group expressed their frustrations by burning effigies of the President whom it called “Duter-TRex” or “Duterte Tyrannosaurus.”

The group vowed to stage more protest for Duterte’s ouster and is expected to join the Movement Against Tyranny rally on December 10 as part of the International Human Rights Day 2017 observance.

Ilang Religious Groups at CBCP Urge President Duterte to Withdraw Declaration of CPP NPA as Terrorists

A group of religious leaders called PEPP (Philippine Ecumenical Peace Platform) on Friday, December 8 urged President Rodrigo Duterte to withdraw his proclamation declaring the Communist Party of the Philippines and its armed wing, the New People’s Army, as terror organizations. The group also asked the president to resume the peace talks.

“This new development is indeed very tragic as there were high hopes a year ago that peace will be achieved through the negotiations between the Government of the Republic of the Philippines (GRP) and the NDFP after five decades of armed conflict.” PEPP, which serves as a platform for five church institutions in the country, said in a statement.

“This new proclamation will have far reaching and adverse repercussions on the GRP-NDFP Peace Negotiations which the Philippine Ecumenical Peace Platform (PEPP) has faithfully supported and advocated. It is always the policy of the government not to negotiate with “terrorists” and this will seal the fate of the peace talks.” It added.

“We thus call on President Duterte to rescind both proclamations and we implore both the GRP and the NDFP to return to the negotiating table – to talk peace instead of waging war.” PEPP further said, noting that they are worried because President Duterte’s declaration of CPP-NPA as terrorists will surely escalate of violence across the country.

The five church institutions that compose PEPP are Catholic Bishop’s Conference of the Philippines (CBCP), National Council of Churches in the Philippines (NCCP), Association of Major Religious Superiors of the Philippines (AMRSP) with organizations of Religious, Philippine Council of Evangelical Churches (PCEC) and the Ecumenical Bishops’ Forum (EBF).

PEPP’s officials are Cagayan de Oro City Archbishop Antonio Ledesma, co-chairperson; Rev. Fr. Rex Reyes, National Council of Churches in the Philippines, co-chairperson; Bishop Noel Pantoja, Philippine Council of Evangelical Churches, national president; Bishop Deogracias Iniguez, Ecumenical Bishops Forum, PEPP Head of the Secretariat; and Sr. Mary John Mananzan, Association of Major Religious Superiors of the Philippines. –

WHO clarifies, No recommendation to use Dengvaxia

The World Health Organization (WHO) on Tuesday clarified that it has never recommended to countries to introduce the controversial Dengvaxia vaccine to their immunization programs.

In a statement, WHO said such recommendation was not included in its position paper released in July last year.

“WHO’s position on the dengue vaccine was published in July 2016, based on recommendations of the strategic group of experts on immunisation which met and published preliminary advice in mid-April 2016,” WHO said.

It added, “The WHO position paper did not include a recommendation to countries to introduce the dengue vaccine into their national immunization programs.”

Last week, Sanofi Pasteur, a French pharmaceutical firm and manufacturer of Dengvaxie, admitted that the vaccine may aggravate the disease in people who have not been afflicted previously by dengue.

At the time of the admission, more than 733,000 public school children aged nine years old and above in Metro Manila, Central Luzon, and Calabarzon received three doses of Dengvaxia, considered as the world’s first dengue vaccine. The vaccination program was rolled out in April 2016.

WHO, in its statement, said the Department of Health’s (DOH) decision to roll out the vaccine had been taken before its advice became available.

The group said instead of making a recommendation, its position paper “outlined a series of considerations national governments should take into account in deciding whether to introduce the vaccine, based on a review of available data at the time, along with possible risks.”

The outline included:

Use of the vaccine should only be considered in areas where a high proportion (preferably at least 70 percent) of the community had already been exposed to the virus;
the vaccine should only be provided to people 9 years of age and above; and
people being vaccinated should receive 3 doses.

“WHO acknowledged mid-April 2016 that these conditions appeared to be met in the 3 regions of the Philippines in which the dengue vaccination effort was already ongoing at that time — noting that the decision to roll out the vaccine had been taken by the DOH before WHO’s advice became available,” the statement read.

Nevertheless, WHO said it is supporting the DOH’s decision to suspend the vaccination program.

“This is appropriate in the circumstances,” it said.

Signatures needed Upang Ipakulong si Noynoy Aquino dahil sa Pagbili ng Illegal Dengue Vaccines

December 2015, Dengvaxia, the world’s first vaccine against dengue virus developed by French pharmaceutical company Sanofi Pasteur, was licensed and approved for use in the Philippines by the Food and Drug Administration (FDA).

It was first licensed in Mexico in December 2015 but only for people aged 9 to 45 living in endemic areas in the country.

It is given in three doses six months apart via subcutaneous injection in the upper arm..

Former Health Secretary Janette Garin said the Philippines participated in all three phases of the vaccine’s clinical development with subjects from Cebu and several areas in Metro Manila.

The vaccine resulted from more than a decade of “efficacy and safety studies” in 10 countries, involving more than 30,000 children, according to the Department of Health (DOH).

In April 2016, the DOH launched the program, providing free vaccines to selected Grade 4 public school pupils in three regions with the highest number of dengue cases—Metro Manila, Central Luzon and Calabarzon.

Garin said the Philippines was the first in the world to introduce, adopt and implement the dengue vaccine through the public health system and under a public school setting.

The DOH said more than 700,000 public school fourth graders had received the first of three doses of the vaccine under a P3.5-billion program. It said figures for how many got the additional doses were not immediately available.

In October 2016, Sen. Richard Gordon said he would seek an investigation of the “undue haste” in using the vaccine despite safety questions.

In December 2016, FDA directed Sanofi to stop advertisements that said Dengvaxia was available over the counter. The vaccine is a prescription drug approved only for those 9 to 45 years old.

In May 2017, FDA ordered Sanofi and Watson’s Personal Care Stores to stop promoting and offering immunization services without authorization.

From January to September 2017, the DOH has recorded 97,287 dengue cases nationwide.

Dengue is the fastest growing mosquito-borne disease in the world, causing nearly 400 million infections annually, according to the World Health Organization (WHO).

WHO recommends that countries should consider introducing the vaccine only in geographic settings (national or subnational) where data indicate a high dengue burden.

Dr. Scott Halstead, founder of the Pediatric Dengue Vaccine Initiative and an acknowledged leading figure in dengue research in the past 50 years, voiced serious concerns about the vaccine, saying it may enhance the development of dengue, rather than prevent it.

The vaccine appears to cause antibody-dependent enhancement (ADE) that literally predisposes the dengue-naive recipients of the vaccine to a more severe clinical expression of the disease, he said.

In ADE, infection with one of the four strains of the dengue virus produces antibodies to that strain and cross-reactive antibodies to the other strains. “That allows a second dengue infection to cause severe illness, including dengue hemorrhagic fever,” Halstead said.

Saudi Arabia aims to start issuing tourist visas to foreigners next year

Saudi Arabia aims to start issuing tourist visas to foreigners next year, a senior Saudi official told CNN, as the government seeks to open up the conservative kingdom and find new sources of revenue to diversify its economy.

At present, foreigners travelling to Saudi Arabia are largely restricted to resident workers and their dependents, business travellers, and Muslim pilgrims who are given special visas to travel to holy sites.

“The targets are people who want to come and literally experience this country, and really the grandness of this country,” Prince Sultan bin Salman bin Abdulaziz, head of the Saudi Commission for Tourism and Natural Heritage, said in an interview broadcast late on Wednesday.

Asked about plans for the visas, he replied: “Hopefully in 2018,” adding that the government would use online technology to make applying for visas easy.

Saudi Arabia’s 32-year-old heir to the throne, Crown Prince Mohammed bin Salman, is seeking to develop new industries to wean his country off its dependency on oil exports. He has also taken some steps to loosen its ultra-strict social restrictions, scaling back the role of religious morality police and announcing plans to allowing women to drive next year.

Plans to admit significant numbers of tourists from abroad have been discussed for years, only to be blocked by conservative opinion and bureaucracy; the commission announced such a plan as long ago as 2006, but it did not go ahead.

This time, the government appears determined to push through the change, partly because of financial pressures. It hopes to earn billions of dollars to cover a state budget deficit caused by low oil prices.

Economic reforms aim to lift total tourism spending in the country – by local citizens as well as foreigners – to $46.6 billion in 2020 from $27.9 billion in 2015.

Prince Sultan said his commission was focusing mainly on increasing numbers of local tourists. The commission has estimated Saudis spend more than $20 billion annually on tourism abroad, and persuading more of them to holiday inside the country would reduce that drain on the economy.

But Prince Sultan told CNN that his commission was also working to prepare tourist spots for foreigners. The government announced plans in August to develop resorts on about 50 islands off the Red Sea coast, with the first phase of the project to be completed in 2022.

The kingdom also intends to offer visits to historic sites such as Mada’in Saleh, a 2,000-year-old Nabatean city carved into the rocks of the northern desert.

Heir to the throne Prince Mohammed would be the first ruler from a new generation since 1953, after six kings who were all sons of state founder Abdulaziz ibn Saud.

He has announced wide plans for social and political reforms to the kingdom, which is ruled as an absolute monarchy with a powerful clergy that adheres to Wahhabism, an ultra-austere version of Sunni Islam.
