“Based on their signatures in the documents submitted to the National Bureau of Investigation (NB)I and on the sinumpaang salaysay of our witness, some high ranking officials of the previous administration may have potential liabilities like former DPWH Secretary Rogelio Singson who apparently approved and requested the release of payment of fake RROW claims,” sabi ni Justice Secretary Vitaliano Aguirre

Dagdag pa ng kalihim “I was also informed that for the syndicate to accomplish these apparently criminal acts, several public officials from the Department of Public Works and Highways, Bureau of Internal Revenue, the City Assessor’s Office of General Santos, the Registry of Deeds, the Commission on Audit and the Regional Trial Courts have been identified by the said witness as having participated in the processing, approval and eventual release of payments to cover these dubious claims,”

AFP to Use Israeli-Made Drones on NPA Camp Airstrikes

The Armed Forces of the Philippines on Friday revealed that President Duterte agreed to use drones over rebel camps once the campaign against the terrorist rebels intensifies, Lt/Gen. Carmelito Santander, Chief of Army Strategic Command said.

Santander said that the military has listed at least 38 rebel camps on Mindanao that will be targeted during the first wave of its airstrike once the President issue a go order.

“It will be more efficient for us to use drones and a lot safer for our soldiers because we do not need a foot on the ground”, the general said.

The Philippine Army currently owns at least three Elbit Hermes 900 drones, while the Philippine Air Force have at least a dozen of Hermes 900 and 450 series. The drones were proven to be effective in the Battle of Marawi.

The Elbit Systems Hermes 900 Kochav (Star) is an Israeli medium size multi-payload Medium-altitude long-endurance unmanned aerial vehicle (UAV) designed for tactical missions. It is a sequel to the Hermes 450 series of drones, one of the most widely used military drones in the world.

The general said that Duterte was pretty angry on Friday after hearing that the New People’s Army strikes again in Maasin, Iloilo, killing at least 1 policeman and wounding several others.

“The military is hoping the President will order “no mercy” to this rebel group so we can exercise our full strength. Our drones will be aided by reliable intelligence on the ground and the camp will be monitored from the distance”, Santander said.

He also added that some soldiers who have families killed by NPA are excited to go to war against the local terrorist. – source

Partial Delivery ng mga Attack Helicopters Aasahan Bago Matapos ang Taon – Diokno

Duterte promised wounded soldiers during a recent visit at the Philippine Army Hospital in Taguig City that he would purchase 23 armed helicopters to help them fight terrorists and other enemies of the state.

In an interview on Friday, Diokno said the government is now finalizing the purchase agreement of the assault helicopters “before end of 2017.”

“There will be partial delivery before end of the year because there are some stocks available. I can’t give you any more details since this involves military information,” the budget chief said.

Director Arsenio Andolong, defense spokesman said big-ticket projects under Horizon 2 of the Revised Armed Forces of the Philippines Modernization Program (RAFPMP), which includes the acquisition of the attack helicopters, has no approved budget for contract as yet.

“We have programmed the procurement of 24 attack helicopters. We are now awaiting the final approval of the Office of the President on the RAFPMP Second Horizon,” Andolong said.

But since the president had already announced the procurement of attack helicopters, funding for the project could be forthcoming any time soon, Andolong said.

Good News: Philippines economy sizzles in forecast-beating third-quarter growth

The Philippine economy clocked forecast-topping growth of 6.9 percent in the third quarter, making it one of Asia’s fastest growing and building expectations for a near-term increase in interest rates.

The on-year growth, which was above the 6.5 percent forecast in a Reuters poll and outpaced China’s 6.8 percent increase in the same period, was driven by strong industrial and services output, the statistics agency said on Thursday.

Despite central bank arguments that current monetary policy remains appropriate, economists see growing price pressures from the strong demand increasing the likelihood of policy tightening.

Economic Planning Secretary Ernesto Pernia said he was optimistic the government’s 6.5-7.5 percent growth target for 2017 would be met, supported by higher state spending and improving exports and farm output.

“We are on track to meeting the full-year target range ” Pernia said in a media briefing.

Investors cheered the data, with Manila’s benchmark share index .PSI up as much as 0.5 percent at around 0300 GMT while the peso rallied to as high as 50.875 per dollar from Wednesday’s close of 51.04.

Quarter-on-quarter growth of 1.3 percent was below the 1.6 percent forecast in a Reuters poll and weaker than the previous quarter’s upwardly revised 2.0 percent.

Like its peers in Asia, the Philippines is benefiting from the steady rebound in exports, which were up 12.2 percent in the nine months to September.

But economists have flagged Philippine President Rodrigo Duterte’s war on drugs and “erratic policymaking” as potential risks that could weigh on investor sentiment.

“It is notable that foreign direct investment has dropped off this year, while investment growth has continued to weaken,” Capital Economics said in a note.

Duterte has pledged to modernize the country’s airports, roads, railways and ports through a six-year $180-billion, “Build, Build, Build” initiative to attract much-needed foreign direct investment and lift economic growth.

Government consumption in the third quarter rose 8.3 percent from last year, faster than the previous quarter’s 7.1 percent, helping offset cooling household demand.

Growth in capital formation weakened to 6.6 percent in July-September, from 8.5 in the June quarter.

Duterte, Bibili Na Ng 23 Attack Helicopters

Malaman natin ‘yan in the next.. I am in a hurry.

PH Navy to get First Missile System from Israel by Christmas

The Philippine Navy announced on Monday that it would mount its first missile system on three of its brand new multi-purpose attack craft (MPAC) by Christmas time.

Vice Admiral Ronald Joseph Mercado, the Philippine Navy chief, said that there would be a pre-delivery inspection of the Rafael Advanced Defense Systems Ltd.’s Spike ER (extended range) missile systems from Israel on the Philippine Navy’s MPACs.

“A pre-delivery inspection is already scheduled. Then a [Philippine] Air Force plane will go to Israel to transport the missiles to the Philippines. All expenses paid by the proponent,” Mercado told reporters in a text message.

The missile system is capable of penetrating 1,000 millimeters or 39 inches of rolled homogeneous armor and has a maximum range of five miles. Its missile weapons are on anti-ship mode, which means it can engage surface level targets.
