P11.6-M marijuana plants destroyed in Kalinga

BAGUIO CITY — Some PHP11.6-million worth of marijuana plants was destroyed by anti-narcotic agents in a two-day operation this week in Tinglayan town, Kalinga province, the Philippine Drug Enforcement Agency (PDEA) Cordillera reported on Friday.

PDEA-Cordillera information officer Joseph Frederick Calulut said anti-narcotics agents from the PDEA-Cordillera, local police, and the Philippine Army in Barangays Buscalan and Butbut in Tinglayan, Kalinga jointly implemented the “Oplan Linis Barangay IV” of the PDEA and the Tinglayan Municipal Police Station’s “Oplan NON-Buds.”

Calulut said the operatives destroyed 33,700 pieces of fully grown marijuana plants worth PHP6.74 million on the first day of operation on Aug. 29. The illegal grasses were cultivated on eight planting sites, with a total land area of 4,250 square meters in Barangay Buscalan.

The second day led to the destruction of 11,800 pieces of fully grown marijuana and 20,000 grams of marijuana stalks worth PHP4.86 million. The weeds were grown on three sites with a total land area of 2,900 square meters in Barangay Butbut.

Calulut said the PDEA-Cordillera named its operation “Oplan Linis Barangay IV,” as it was the fourth wave of major marijuana eradication operations in Tinglayan, Kalinga.

He said while there was no cultivator arrested during the two-day operation, government troops are continuously monitoring the area and will not allow the illegal activity of growing the prohibited plant.

“We will continue operating and destroy the marijuana plants even before they grow and harvested,” Calulut said.

He said PDEA agents will not waver in its anti-drugs campaign, which is the top priority of the administration of President Rodrigo Duterte.

Filipino people have pride in their president Duterte – Adrian Williams

A Filipino living in London chose to have an excursion in the Philippines and dissimilar to what the worldwide media was announcing about the present organization, he saw an alternate thing.

Adrian Williams shared his contemplations about what he had seen amid his visit to the Philippines as the demand of his companions who were interested about the genuine circumstance of his nation under the Duterte organization.

Duterte was being depicted by prevailing press as a despot who’s being engaged with asserted human rights misuse to the Philippines.

However, Williams believes that most of the people that he met during his visit didn’t see anything wrong with the current administration and most of them were supportive of Duterte’s reforms.

He was informed that government employees are now facing more paperwork because of the activeness of the current administration to prosecute criminals, a sign the due process are still being practiced by Duterte.

Williams also said that the people who are complaining about the President came from other countries and not personally witnessed the current situation of the Philippines.

He also pointed out that many extrajudicial killings (EJKs) also happened during the Aquino administration.

The Filipino-British also said that he opposed EJKs however, it was wrong to automatically blame every killing to the President because he believes that some crimes were also committed by drug gangs to destroy the image of Duterte.

He also realized that the Filipinos feel more pride under the Duterte administration.

You can read his whole post below:

As requested by a few friends, here are my thoughts after being in the Philippines so far, I’ve tagged a few people who may be interested, who I’ve had chats about Duterte with and have commented on posts before…

I have now been in the Philippines for a week. I’ve been working and holidaying, speaking to tourists and people who live here. From small biz owners to taxi drivers, to relatives to people who work in hospitality, coastguard, govt employees, security, and police. Despite confusion from tourists who have only seen news stories on western TV, I am yet to meet a single anti-Duterte Filipino.

Perhaps the people I encounter aren’t ‘educated’ enough or aren’t relevant enough for western/mainstream media. Perhaps they never attended one of the big universities or come from a family that prospered post-Marcos. In truth, some are and have, but the only ‘dissenting’ words I’ve heard, have come from a relative working in the judicial system.

He complains of more paperwork due to the new administration. There are more criminal investigations and therefore more prosecutions being brought due to the increased investigations. So his problem is that the due process people say does not exist in the Philippines is becoming more efficient since Duterte’s administration came in and he has more to do, overwhelmingly so. He has every right to moan, I don’t know any public servant in the UK (Police or NHS) who does not complain of paperwork and workload.

To me that sounds like the country and new process is working. Would any ‘Community Commentator’ really want less criminal investigations and prosecutions? It is safe to say that the country is firmly behind the President.

The most vigorous complaints, seem to come from those who do not live in the Philippines or those educating themselves to leave. I’m not sure what the motivation is to bring down a president so obviously focused on making the country better?

Nobody agrees with ejk but they seem to forget the high level of actual ejk under the previous administration. Where officials, journalists and priests were being so obviously murdered.

I know many individuals profit from OFWs, perhaps Duterte’s promise to reduce the amount of Filipinos who go abroad to work and provide them with greater opportunities to build a life in the Philippines is a threat to their livelihoods? Is this one of the reasons why ABS-CBN who drive so much revenue from OFWs is so against Duterte? It harks back to Miguel Syjuco’s book and commentary of modern day ‘Illustrados’ and why some people look down on this kind of progress.

The previous administration’s short sited-ness in rejecting and stalling the RH bill, due to it potentially reducing the Philippines main export; People, show what the elite really think of their own people.

Filipinos are not cattle, people deserve respect, public services need better pay, people need hope for a better life.

The majority of the current killings are not murders carried out by Police or Duterte. I firmly believe, and so do most of the people I speak to here, that most of these killings are carried out by the drug syndicates taking out possible informants. We know some of the dead have previously surrendered, it is therefore viable the drug dealers want to ensure they are not able to implicate others when they are fully processed.

I stress, I do not agree with the killings, but to blame the president is a cop out and not showing the ability to see the bigger picture. The environment here has been almost lawless and left to fester by the previous administration. Only now are we seeing progress in the fight to save the people. Labeling it all under terms such as drug war, ejk, vigilante killings is not taking into account what is actually happening and who is involved.

The fact it is largely poor people is because the poor often fall into drug use and people sell each other out for money in a bid to escape poverty. I’ve seen it growing up on council estates in the UK. It happens all over the world. It happens in nearly every crime, mafia, drug based Hollywood movie. It is the coal-face of the fight, it is where we see the worst of the stories.

I have a couple more weeks here and I can feel a difference, I can feel people have pride in their president. I hope he is able to deliver before the elite families succeed in bringing him down or taking him out.

Whether USA again gets involved in a regime change is up for debate. But global media and parts of the community spreading biased news are really pushing the agenda and working against our own government.”

Construction of Bulacan int’l airport expected to create 1M jobs — SMC

As many as one million direct and indirect jobs will be created within the six-year construction period for what is dubbed as the New Manila International Airport in Bulacan, once the government approves it, the head of the conglomerate behind the project said on Monday.

In an emailed statement, San Miguel Corp. president Ramon Ang said the undertaking — which aims to replace the 70-year-old Ninoy Aquino International Airport (Naia) — will also be a boon for the country’s large community of overseas Filipino workers many of whom have the expertise needed for the building of the $15-billion, four-runway “aerotropolis.”

“Once the airport project is given the green light to proceed with construction, we will tap our best workers from here and overseas,” Ang said.

“It’s a massive undertaking,” Ang said. “We will need Filipino talents in engineering, construction, hospitality, and airport-related services. Hopefully, this will give many of our OFWs countrymen a reason to come home, be with their families, and at the same time help in building a better future for our nation.”

“Our modern-day heroes have been dreaming of a world-class airport for such a long time. We want to make that dream a reality for our migrant workers at no cost to the Philippine government,” he added, noting that the airport will be designed with the comfort and convenience of expatriate Filipino workers in mind.

“We will make sure that our OFWs will be very comfortable in the new airport. Given their enormous contributions to the country, they deserve nothing less,” the San Miguel chief said.

Massive airport complex

San Miguel, the country’s largest conglomerate, has been pushing for the construction of a new aviation facility to accommodate the growing air travel needs of Filipinos since 2010.

Its latest proposal calls for a massive airport complex on a 2,500-hectare property in Bulacan, 27 kilometers north of Naia.

The airport will have up to four parallel runways, upgradeable to six; modern terminals, cargo and ancillary facilities, and an adjacent industrial complex and its own seaport facilities on the edge of Manila Bay.

The proposal also calls for the new airport to be made accessible from any point in Metro Manila via multiple expressways in 45 minutes or less.

The project was approved by the National Economic and Development Authority last April. /vvp

Philippines to finally buy submarines

The Philippines will acquire its first diesel-electric submarines earlier than expected, as part of its military capability upgrade amid growing security challenges in the region.

Defense spokesperson Dir. Arsenio Andolong said Wednesday that the purchase of submarines had been moved from the military’s shopping list under Horizon 3 to Horizon 2.

Projects under Horizon 2 will be implemented from 2018 to 2022, while Horizon 3 projects will run from 2023 to 2028.

“We will be joining the exclusive club of countries [with submarines]. In the Navy there are two symbols of force projection, symbol of power — those are the aircraft carrier and submarines,” Andolong said.

“The submarines are hard to detect. Now we will have one, it can sink an aircraft carrier if a threat comes close, so at least that is cost effective in terms of defense,” he added.

He could not immediately say how many submarines will be purchased but confirmed it will be more than one.

“Based on initial discussions a year ago or two years ago, we want four. But it’s a bit expensive,” Andolong said.

Davao City: Chocolate Capital of the Philippines

0

(Meliza Maluntag)

Arnold Padilla asks the authorities to bring him to St. Luke’s Hospital

The notorious man who became a web sensation on the web a week ago to assault and ridiculing barangay movement authorities all of a sudden ends up wiped out and requested an emergency vehicle to convey him to St. Luke’s Hospital.

National Capital Region Police Office (NCRPO) boss Director Guillermo Eleazar shared amid a meeting that Saint Luke’s Hospital has been as of now dispatched their emergency vehicle to protect the presume Arnold Padilla.

Padilla griped of hypertension and chest torments amid the hunt activities of the specialists driven by Eleazar in the presume’s home in Brgy. Magallanes, Makati City.

It was reported that Padilla’s blood pressure rose to 160/90.

“Balita ko nagpadala ng ambulansiya ‘yung St. Luke’s at sinabing masama ang pakiramdam at dadalhin sa ospital ‘yung suspek,” Eleazar said.

Eleazar didn’t like the idea of Padilla, so he ordered a police ambulance to bring the suspect to Camp Bagong Diwa to receive medical treatment.

According to the NCRPO Chief, he would not be fooled by the tricks of Padilla, because he knew that the suspect would only relax in the said private hospital.

“Magre-relax lang iyan sa ospital,” Eleazar said. “Di puwedeng ganun, na tayo’y pinaiikutan nitong mga ito.”

Atty. Raymond Fortun, lawyer of Padilla said that his client was disturbed by his arrest.

He also defended his client, saying that the grenades recovered by the authorities are not owned by Padilla and the police possibly planted it to arrest the suspect.

“Tungkol naman sa granada, nakakalungkot pong sabihin, pero ito po ay planted,” Fortun said in an interview.

“This is just an opinion, but for now, yun lang po yung masasabi naming abogado na hindi po si Arnold Padilla ang may-ari ng mga granadang ito,” he added.

Meanwhile, Padilla’s live-in-partner Glocel Razon already appeared in Camp Bagong Diwa to give some support to his partner.

Aside from being infamous for frightening and harassing poor people, Padilla was also being monitored for his alleged involvement in illegal drugs. He was also the suspect in the murder of his sister who died of opening a gift box loaded with a bomb.

He’s expecting to undergo a drug test today.

Duterte junks US offer of support for AFP modernization

President Rodrigo Duterte is not keen on the United States’ offer of new military equipment in support of the Armed Forces of the Philippines’ (AFP) modernization program.

The President made this statement in response to a letter signed by three US officials–Secretary Wilbur Ross of the Department of Commerce, Secretary Michael Pompeo of the US State Department and US Defense Secretary Jim Mattis–who all want to meet President Duterte to discuss the country’s military’s modernization program.

President Duterte said he is not interested in acquiring M16 rifles from the US. Duterte said he was also more interested in acquiring propeller planes for the anti-insurgency campaign.

In the first place, Duterte said he was unsure the US Congress would approve the arms deal to the Philippines.

“How sure are you that I will get what I ordered? If I bought a dozen M16 rifles, will they deliver them?” Duterte asked, directing the questions to the three senior US officials.

The letter, which came following Duterte’s pronouncement to secure military equipment from Russia, was read by the President before soldiers, local officials and guests during the 12th anniversary of the Eastern Mindanao Command at Naval Forces Eastern Mindanao camp in Panacan here on Thursday evening.

Still, Duterte said he was thinking of meeting the three US top officials as long as the venue is within the country.

The letter highlighted the country’s partnership with the US built on shared history and values. “This special relationship will only grow stronger by increasing our dialogue especially on security cooperation and trade,” the letter said.

He said Pompeo, Mattis, and Ross noted that Manila’s purchase of US military equipment would exemplify the US-Philippines continuing commitment to the breadth and the strength of the two countries’ alliance.

Duterte, however, said the Philippines and the US are friends because “you make us a colony many years ago. It’s a friendship imposed on us.”

He said the US will need to do more to prove its sincerity, as he recalled the suspension of an arms deal with the Philippines following a US senator’s criticism of the human rights situation in the Philippines.

The President has been distancing from the US, recalling how former US President Barrack Obama supposedly looked down on him and the Philippines over unfounded human rights violations as well as criticisms over the administration’s anti-illegal drugs campaign.

He also recalled the procurement of six US refurbished choppers used by the North Atlantic Treaty Organization (NATO), three of which already crashed and killed all the soldiers on board.

Duterte also demanded the return of the Balangiga Bells, which were taken by the US as a war trophy.

“Memory still haunts everybody here because it was taken with a blood of war,” he said. (Lilian C Mellejor/PNA)

Naga City posts highest monthly crime rate

Naga City in Camarines Sur province posted the highest average monthly crime rate among the country’s 36 largest cities in the first half of the year, Philippine National Police (PNP) data released Friday showed.

In a statement, PNP spokesman Senior Supt. Benigno Durana Jr., however, said that “based on the latest PNP data, among the major cities of the country outside of Metro Manila, Naga City is ranked No. 6 in the total crime volume during the period from January to July 2018.”

Also based on PNP data, Durana said Naga ranked No. 2 in terms of incidence of the so called “index crime” volume (crimes against person and property) compared to the other six provinces of the Bicol region.

Bicol region consists of the provinces of Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate, and Sorsogon.

Index crimes under police methodologies are murder, homicide, physical injuries, car theft, cattle rustling, theft, robbery, and rape.

“During the same period (January to July), Naga City also posted the highest average monthly crime rate (AMCR), followed by Mandaue City, Iloilo City, Santiago City, and Cebu City,” Durana said.

Naga City has a population of about 200,000, roughly the same as Manila’s Sampaloc district.

According to data released by the PNP Directorate for Investigation and Detective Management Crime Research Analysis Center, Naga City had 202.80 average monthly crime rate from January to July 2018, the highest among the 36 cities in the PNP report.

In the top 10, aside from Naga City for the highest AMCR, were Mandaue City (169.49), Pasay City (141.84), Iloilo City (139.24), Makati City (130.74), Mandaluyong City (122.67), San Juan City (109.16), Marikina City (104.51), Quezon City (103.54), and Santiago City (96.56).

On the other hand, the 10 cities on the list with the lowest AMCR were Bacolod City (40.77), Butuan City (40.14), Caloocan City (33.38), Iligan City (29.58), Olongapo City (27.61), Angeles City (27.10), Davao City (25.96), Puerto Princesa City (25.22), Cotabato City (18.44), and Ormoc City (16.24).

In terms of Total Crime Volume (TCV), two cities from the National Capital Region topped the list with Quezon City at 22,019 and Manila at 12,424, followed by Cebu (6,324), Makati (5,517), Pasig (4,967), Taguig (4,541).

The five cities with the lowest TCV for the same period were Iligan City (734), Olongapo City (466), Puerto Princesa (466), Cotabato (400), and Ormoc City (253).

In terms of crime solution efficiency, or (CSE), Taguig City had the highest mark out of the 36 cities on the list with 95.46 percent. It was followed by Pasig City, 92.89 percent; Makati City, 92.02 percent; Cebu City, 90.59 percent; and San Juan City, 90.48 percent.

Under the PNP DIDM rules, a case is considered solved when an offender has been identified, has been taken into custody, and there is sufficient evidence to charge him with a crime.

The case is also considered solved when elements beyond police control prevent the arrest of the offender, as when the victim refuses to prosecute after the offender is identified or when the offender dies or absconds.

The arrest of one offender can solve several crimes or several offenders may be arrested in solving one crime.

In terms of case clearance efficiency (CCE), the highest mark went to Marikina City (98.68 percent), Taguig City (97.60 percent), Pasig City (96.46 percent), Makati City (96.37 percent), Mandaluyong City (96.30 percent), Cebu City (95.41 percent), Ormoc City (95.26 percent), Davao City (93.93 percent), San Juan City (93.48 percent), and Las Piñas (91.93 percent).

Naga City scored next to the bottom at 67.45 percent and Cotabato City scoring the lowest at 62.75 percent.

A case is considered “cleared” when at least one of the offenders has been identified, there is sufficient evidence to charge him and he has been charged before the prosecutor’s office or any other court with jurisdiction. Cleared cases also include solved cases. The CCE is the percentage of cleared cases out of the total number of crime incidents handled by law enforcement agencies for a given period of time.
