CHR raises alarm on police’s use of water cannon against protesters

The Commission on Human Rights (CHR) on Wednesday decried the police’s use of water cannon to disperse protesters rallying against the proclamation of President-elect Ferdinand “Bongbong” Marcos Jr. and Vice-president-elect Sara Duterte-Carpio.

In a press statement, CHR Executive Director Jacqueline de Guia reminded the Philippine National Police (PNP) to exercise maximum tolerance during peaceful protests as mandated under Batas Pambansa (BP) 880 or the “The Public Assembly Act of 1985.”

Around 300 protesters trooped to the CHR office in Quezon City earlier in the day to rally against the proclamation of Marcos, son and namesake of the dictator Ferdinand Marcos, and Duterte, the daughter of the current President. They said that the water cannons fired at them by the Quezon City Police District (QCPD) injured more than ten people.

We strongly remind the PNP against the use of water cannons and the carrying of firearms during a non-violent protest in line with the prohibitions outlined in BP 880. Some protesters also alleged the use of unnecessary force against them which resulted in injuries,” said De Guia.

“During peaceful protests, police officers are expected to exercise maximum tolerance. This policy requires the avoidance of the use of force and restricting it to the minimum extent necessary, especially when handling non-violent protests. In accordance with existing laws and human rights standards, a peaceful dispersal must be lawful, necessary, and proportionate to the purpose,” she said.

For its part, the QCPD said they “managed” the protesters when they supposedly attempted to illegally occupy Commonwealth Avenue, the main road leading to the House of Representatives where the Joint Canvassing of votes were done.

“Because of the Civil disturbance management skills displayed by QCPD personnel the rallyists were able to conduct their protest in accordance with their program while the traffic situation along Commonwealth Avenue remains to be fast-moving and the members of the National Board of Canvassers and their support staff arrived on time at the House of Congress to fulfill their constitutionally mandated tasks,” QCPD Chief Brigadier General Remus Medina said in a press statement.

(The police will maintain maximum tolerance and will continue to respect the public’s right to express their opinion through peaceful and orderly protests. The police will secure and guard to ensure peace in the ongoing canvassing in the House of Representatives.)

The commission said it will look into the issue and will coordinate with the PNP regarding its initial findings and recommendations. — BM, GMA News

“Ngayon, wala ka na sa gobyerno, a non-party-list nominee who is purported to be the representative of a winning party-list? Not so fast, YOU ARE PROHIBITED FROM SUBSTITUTING NOW, NOT BY US, BUT BY YOUR OWN PROMULGATED RULES,” ayon kay Rep. Marie Cardema Duterte, Youth Party-list.

Ang exception lang naman talaga is yung death and incapacity, and at the same time nakalagay naman sa batas ang rules of succession. Kaya nga po minimum of 5, it’s not just five, its minimum of five nominees.

Yan po ang inaalam ng COMELEC that is why hearings are conducted on cases like this,” ani ni Atty. Laudiangco.

Former Manila Rep. Bagatsing to Isko: Explain your P25B loan despite Manila govt’s P44B fund

0

Former Manila Rep. Amado Bagatsing on Wednesday challenged Manila Mayor Isko Moreno to explain why he took a P25 billion loan when the city government has a P44-billion fund.

Bagatsing, who is running for Manila mayor in the May 9 elections, said he was shocked upon seeing government data showing the finances of the Manila City government.

“Ako’y na-shock nung malaman kong meron palang pera ang ating lungsod na halagang P44 bilyones aba’y bakit pa nangungutang ng P25 bilyon,” said Bagatsing in a media forum that was broadcasted online.

Bagatsing also questioned the timing of the sale of Divisoria Market at a time when the value of the real property is low due to the effects of the pandemic.

With the P25 billion loan, Bagatsing said each Manilenyo family should have been given P50,000 each.

Bagatsing disclosed that the Manila city government has spent millions in “Bilis-Kilos” television advertisements and financial assistance to other areas which he said is “in aid of election ni Isko.”

Bagatsing stressed.

The former lawmaker urged Manilenyo’s to ask Moreno what properties have been sold and will be sold before he steps down.

Earlier, Moreno defended the sale of Divisoria market to Festina Holdings Inc. for P1.45 billion. He said the proceeds were used in programs to fight COVID-19.

NPA finance officer arestado sa Agusan del Sur

0

BUTUAN CITY – The Agusan del Sur Police Provincial Office (ADSPPO) reported Tuesday the arrest of a top New People’s Army (NPA) official in the province.

Police served a warrant of arrest for multiple criminal charges on Julita Galario Domingo, 47, in Barangay Langkian, Trento, Agusan del Sur, on Monday.

“Domingo is classified as a Top 6 Communist Terrorist Group priority target at the regional level and wanted for the crimes of murder, frustrated murder, and attempted murder,” Col. Jovito Canlapan, ADSPPO OIC director, said in a statement.

Canlapan said Domingo has 10 arrest warrants for murder, frustrated murder, and attempted murder issued in July last year by a regional court in Bayugan City.

Police and military authorities described her as the finance officer and secretary of the NPA’s Sub-Regional Committee 3 of the North Central Mindanao Regional Committee.

Domingo was among the NPA rebels encountered by the troops of the Army’s 26th Infantry Battalion (26IB) in August 2020 in Barangay San Vicente, Esperanza, Agusan del Sur.

The clash resulted in the death of an army officer and the wounding of some soldiers.

Domingo was also tagged in another encounter incident between the NPA rebels and 26IB troopers on October 1, 2020, in the same barangay.

Domingo’s arrest was another major setback for the NPA rebels, increasing the list of rebel officials, members, and supporters neutralized by the government troops.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973. (PNA)

Mommy Dionisia, gustong maging presidential adviser ni Manny Pacquiao

0

She found herself a convicted felon who is only too willing to lie to get on the good side of this administration,” pahayag ni De Lima.

Red-tagging’ is CPP-NPA’s creative, defensive tactic: Esperon

0

MANILA – Red-tagging claims have always been the tactic of communist terrorist groups and their allies to cover up the truth on their acts and atrocities, a ranking official of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) said on Monday.

“There is a pattern here. A pattern that will open our eyes to the truth about the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front) and their front organizations. Every time the NTF-ELCAC exposes to the people the links between or among a person, organization, entity, group, and or a political party to the CPP-NPA-NDF; these CPP-NPA-NDF associated or linked person/s or group/s would say, THE NTF-ELCAC RED-TAGGED US!,” NTF-ELCAC vice chair Hermogenes Esperon Jr. said in statement posted at the task force’s Facebook page, debunking “red-tagging” claims made against the body.

He added that those still unaware of the truth will probably ride along with the operational definition given by the CPP-NPA-NDF to “red-tagging”, which Esperon described as a “creatively invented term” by these groups.

“Those who know the truth, would say, there is no such thing as ‘red-tagging’. If we ask, who really knows the truth about the CPP-NPA-NDF? Who can speak about the CPP-NPA-NDF? Who knows of the identities of the personalities within the CPP-NPA-NDF organization? Who knows of the organizations and groups linked to or affiliated with the CPP-NPA-NDF?” said Esperon, who is also National Security Adviser.

He added that once these questions are answered clearly, Filipinos will know that those who have claimed that they are been “red-tagged” are actually trying to deny the “truth that they have been unmasked, exposed, and categorically identified as members of the CPP-NPA-NDF terrorist organization and/or a member of a group or organization affiliated with or linked to the CPP-NPA-NDF terrorist organization.”

Esperon also clarified that the NTF-ELCAC does not, did not, and will not speak about the things that they are uncertain of.

“The NTF-ELCAC stands for the truth. We merely bring the message of truth to the Filipino people. When we say that the CPP-NPA-NDF committed atrocities against the Filipino people, we can support these allegations. When we say that the CPP-NPA-NDF has front organizations masquerading in different forms and modes, we can sufficiently support these claims,” he added.

Esperon said when NTF-ELCAC, through the whole-of-nation approach anchored on good governance, claims that they have liberated former conflict-stricken areas from the CPP-NPA-NDF influence and control, the body has facts to show or prove this.

“When we unmask CPP-NPA-NDF members, leaders, supporters, collaborators, operatives, front organization members and leaders, we have the first hand accounts of individuals who know of the facts and the truth. This is because, they have come from within the ranks of the CPP-NPA-NDF,” he added.

Esperon said former members and allies of the CPP-NPA-NDF have seen the movement for what it truly is and they have willingly returned to the folds of the government and of the Filipino people because they have been the worst in the communist terrorists.

“And they vowed never to let the CPP-NPA-NDF exploit, take advantage of, deceive, and destroy families and communities. The NTF-ELCAC speaks the truth as revealed by former CPP-NPA-NDF cadres and members. The NTF-ELCAC speaks for those who were victimized by the CPP-NPA-NDF. We speak for the communities and the families who were exploited and oppressed by the reign of terror of the CPP-NPA-NDF. The NTF-ELCAC has made a promise, Never again shall the Filipino people allow the CPP-NPA-NDF to sow terror in the countryside,” he added.

By speaking the truth, Esperon said the CPP-NPA-NDF has come face to face with a formidable foe, that is, the entire government bureaucracy, joined by the people, in a common goal to end the local communist armed conflict.

“The NTF-ELCAC has done one thing that has not yet been done in the past, and this is to challenge the CPP-NPA-NDF front organizations and political groups in Congress which has remained unchallenged for the past many decades despite its glaring manifestations that it is affiliated to the CPP-NPA-NDF. The hard facts indicate that per first hand accounts of former CPP-NPA-NDF cadres, the MAKABAYAN BLOC which is also known by its acronym ‘KABAG’ (referring to KABATAAN, ACT, BAYAN MUNA, ANAKPAWIS, GABRIELA) are directly linked to and are associated with the CPP-NPA-NDF. This is the bitter pill of truth that some politicians and some of our kababayans refuse to swallow. This is the truth that the NTF-ELCAC has been exposing all along, that the CPP-NPA-NDF exists in our midst through their front organizations and that the CPP-NPA-NDF has infiltrated almost all sectors of our society,” he added.

This bitter truth, he said, proves that the CPP-NPA-NDF has been hiding in plain sight for the past many years.

“And it is only now, that we, the Filipino people, are unmasking the CPP-NPA-NDF terrorist organization. It is only now that the CPP-NPA-NDF’s existence, including those of their front organizations, has been challenged to the core,” he added.

Esperon said the task force is now at the point of the country’s history where it is exposing, completely and comprehensively, the inner workings and the internal structures of the CPP-NPA-NDF terrorist organization, including their manipulation of and exploitation of the political and governmental structures to further their so-called “revolutionary struggle”.

Esperon said that in reality, this is nothing more than a sugar-coated term that actually refers to that obsession on the part of the CPP-NPA-NDF to take over the government.

“We are unmasking the CPP-NPA-NDF. The deception is over. It is about time that the Filipino people know the truth. Our people deserve the Truth and not the sugar-coated propaganda of politicians who sell their souls to the enemy by forming alliances with the CPP-NPA-NDF terrorist organization and their front groups. The NTF-ELCAC is committed to winning the peace by putting an end to the local communist armed conflict. In the end, truth prevails,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973. (PNA)
