CJ De Castro reorganizes electoral tribunals

Chief Justice Teresita Leonardo-de Castro has ordered a reorganization for Supreme Court Justices representatives on the Senate Electoral Tribunal (SET) and House of Representatives Electoral Tribunal (HRET).

The SET and HRET are mandated by the 1987 Constitution to rule on electoral protests of senatorial candidates and congressional candidates.

In a one-page Special Order 2589, de Castro assigns the incumbent senior members of the High Court to represent them in the said electoral tribunals.

Justice Antonio Carpio will be the chairperson for the SET, with Justices Lucas Bersamin and Estela Perlas-Bernabe as members.

Justice Diosdado Peralta will be the chairperson for the HRET, while Justices Mariano del Castillo and Marvic Leonen are members.

“In the interest of the service, the regular members of the Senate Electoral Tribunal (SET) and the House of Representatives Electoral Tribunal (HRET) are hereby designated as follows, effective August 28, 2018,” read the special order signed by de Castro.

There is now a pending election protest at the SET, lodged by Presidential Adviser for Political Affairs Francis Tolentino, former Metropolitan Manila Development Authority Chairman, against detained Senator Leila de Lima.

Tolentino placed 13th, while de Lima placed 12th place during the May 2016 elections.

The SET was previously composed of Carpio, de Castro, and Bersamin.

The HRET was represented by Presbitero Velasco, Peralta, and del Castillo.

Meanwhile, de Castro also issued Special Order 2590, designating Carpio as head of the SC en banc raffle committee, with Bersamin and Peralta as members.

For the Division Raffle of the SC, Peralta will be the chairman, while del Castillo and Leonen sit as members. ( Christopher Lloyd Caliwan/PNA)

ACTS OFW Partylist Rep. John Bertiz and his Wife Accused of Suspected P6.8 Million Bribery Charges

The Controversial congressman who created headlines previously for allegedly harassing an airport security personnel ACTS OFW Partylist Rep. Aniceto “John” Bertiz craftedheadlines last July 2018 as being one of the accused in the controversial P6 .8 Million DOLE “bribery case,” filed a by particular Azizzah Salim.

Based on the sworn statement of Azizzah Salim, the owner of Azizzah International Manpower Services, the wife of Congressman Bertiz was allegedly the one with whom Salim came to for the much-needed help, after the Philippine Overseas Employment Agency (POEA) suspended the license of her recruitment agency.

Being the wife of the lawmaker and also representative of OFW in Congress, the owner of the agency believed that Bertiz wife could help her on the issues she was dealing with the POEA.

According to the allegations provided by Azizzah Salim, the wife of Congressman Bertiz stated that she has contact with the DOLE in the person of former DOLE Undersecretary Dominador Say, who has as well the jurisdiction of all suspended licenses of recruitment agencies.

With the assistance of Congressman Bertiz, Salim was able to talked with Vanessa “Ness” Josue, the suspected “runner” of Say. Both parties decided with the P5 million and P50 ,000 retainer fee monthly for the law firm of Undersecretary Say.

Even though all the arrangement between the wife of Congressman Bertiz and the suspected ex- Undersecretary of DOLE, the POEA did not succeed to returned the license of Azizzah Salim. Last April 16, the agency owner talked with Pres. Duterte and then mentioned all the accusations against Say and then Congressman Bertiz after she paid with P6 .8 million to the DOLE Undersecretary.

Congressman Bertiz was also accused by certain sources from DOLE being the one who created some measures to discredit Labor Secretary Silvestre Bello III to the public and to the President of the Philippines, Pres. Rody Duterte. The allegations against Bertiz were released after Sec. Bello refused the congressman’s offer to allow his company be the one to succeed the contract for the ID Project of DOLE.

The Presidential Anti-Corruption Commission (PACC) by now supported the case against Undersecretary Say and also Congressman Bertiz as well as his wife according to the sworn affidavit of Azizzah Salim.

China donates 10 tons of rice, canned goods to Ilocos Norte

0

LAOAG CITY—The Chinese government has donated 10 tons of premium rice and two truckloads of canned goods to the typhoon victims in the province.

“I hope the people of Ilocos Norte will start to rebuild rapidly and recover soon,” said Wang Jianqun, Consul and Head of Post of the Chinese Consulate of Laoag, following the turnover of the P1-million worth of relief goods from the Peoples Republic of China on Friday morning.

“As friends, we need to assist and help each other while we are in difficult times,” the Chinese Consul added in an interview with reporters.

Vice Governor Eugenio Angelo Marcos Barba said they are thankful to the Peoples Republic of China for the donation.

The Vice Governor, along with provincial board members Domingo Ambrocio and Donald Nicolas, received the donation, which were personally delivered by Wang at the Capitol lobby.

Since the establishment of the Chinese Consulate in Laoag, the China government continues to assist the province in its development and rehabilitation efforts, such as previous donations of hybrid rice seeds to farmers, rice milling machines, dragon boats, x-ray machines at the airport and building of classrooms, among others.

Even before President Rodrigo Duterte chose to seek warmer ties with China after a sour territorial dispute in the West Philippine Sea during the previous administration, Ilocos Norte, through the Marcos administration, has sustained its friendly relations and closer ties with China.

Ilocos Norte and Shandong province of China have shared sister-province relations since 2002.

Philippines among world’s top 15 travel, tourism powerhouses: WTTC

MANILA – Out of 185 countries, the Philippines ranked 13th among the top 15 tourism powerhouses that recorded “absolute growth” within the last seven years.

The Philippines’ ranking was identified in the 2018 World Travel & Tourism Council’s (WTTC) “Power and Performance Report,” wherein 185 states were assessed based on its travel and tourism sector’s performance from the period of 2011 to 2017 after the financial crisis ended.

The report highlights the scale of growth of a country’s travel and tourism in four key areas: contribution to Gross Domestic Product (GDP), international visitor spend, domestic spend, and capital investment.

The country also ranked 15th in terms of “performance” or based on its compound annual growth rates between the period in WTTC’s four indicators.

Contribution to GDP

The Philippines ranks 8th among states that have seen the largest growth in travel and tourism’s contribution to GDP from 2011 to 2017, with USD66.3 billion share in 2017 alone.

Growing at an annual rate of 14.2 percent, it placed 7th among states where travel and tourism contribution to GDP grew fastest.

The WTTC noted that the Philippines is “the only country” in the top ten that is in both “power” and “performance” rankings of GDP contribution.

International visitor spending

A total of 9 countries, on the other hand, reached the top 30 in both size and speed of visitor export growth namely Colombia, Indonesia, Iran, Japan, Mexico, Philippines, Qatar, Sri Lanka and Thailand.

The Philippines landed on the 21st spot for posting a 3.7 percent increase in the last seven years in terms of visitor export growth, or the spending by foreign visitors in a country. In 2017, WTTC said the country earned USD7.5 billion from international visitor spendings.

On the other hand, it ranked 23rd among states with fastest growing international visitor spend or an 11.9 percent in visitor export growth per annum.

Domestic spending

As in the first two indicators, the Philippines is in both the power and performance league of domestic spending.

The Philippines placed sixth in the power rankings for having USD45.7 billion in last year’s domestic travel and tourism spending, an “actual growth” of USD26.2 billion from 2011 to 2017, according to WTTC.

This makes the country third among 185 states in terms of highest annual growth rate.

In all four indicators, the Philippines only fell below the top 30 in investment after placing 44th in the power ranking of capital investment and 87th in its performance ranking.

WTTC’s overall “Power” ranking, which positions nations whose travel and tourism has grown most from 2011 to 2017, listed 30 top performers. The top 10 countries were China, United States, India, Mexico, United Kingdom, Spain, Turkey, Canada, Indonesia, and Australia and United Arab Emirates which tied for the 10th spot.

The Philippines and Malaysia shared the 13th slot.

Meanwhile, the report’s “Performance” ranking listed the following top 10 countries: Myanmar, Iraq, Georgia, Rwanda, Iceland, Nicaragua, Qatar, Congo, Armenia, and Ivory Coast.

DOT secretary Bernadette Romulo-Puyat earlier noted that the Philippine tourism is a “booming” industry.

During the Ministerial Round Table of Tourism EXPO 2018 in Japan on September 20, she revealed that the country is “more than five years ahead” of its domestic tourism targets.

In 2017, the tourism industry alone accounted for 12.2 percent of the Philippines’ GDP, a figure which exceeds the 10-percent share of GDP the government targeted for 2022.

In the same year, at least 96.7 million domestic tourist arrivals were recorded, exceeding the 86.2 million target set for 2022. A total of 6.62 million international arrivals in 2017 were seen, an 11.3-percent increase from 2016, she added.

The Filipino People Need More Discipline, Not More Democracy

Some Filipinos tend to call me a Communist because I propose for a disciplinarian government and that I applaud Singapore as one model for progress. Aside from my posts on having a well-balanced economy — I would also propose it’s time for the Philippines to really learn discipline.

I would like to address the fact that the Philippines cannot really expect progress unless people first learn to follow guidelines. If you observe day by day, a lot of Filipinos do not practice any discipline. Do observe how many of them just throw their garbage anywhere in contrast to those who throw their garbage in the right places. You can see how reckless driving is a very rampant no thanks to loose traffic enforcement.

Go to the government office and you can see people who refuse to line up properly and workers who refuse to do their properly. In short, it’s all a result of not following guidelines.

Do I say democracy is really evil and that the Philippines should become a Communist state? Not really, I don’t support a despotic reign either. The problem of the Philippines is not democracy but the kind of democracy that ruins the country. Democracy is defined as a government by the people, for the people and of the people.

In the Philippines, the problem is that majority of the people are stupid people who think they are smart and the smart ones who are frequently put down by the stupid people. I have experienced it that whenever I try to post an intellectual post and quote intellectual people, they say I am stupid and that the people I quote are stupid. It’s incredibly funny on how people who call me stupid may turn out to be high school dropouts and losers in life.

The Philippine version of democracy as of late is best called a government by stupid people, for stupid people and of stupid people. The result is you get a government that buys the people, poor the people and off the people. Because whoever is voted is the winner no matter how stupid he or she is – that person gets the seat in power. Last 2010, President Benigno Simeon “Nobita” Cojuangco Aquino III won not by cheating but because people willfully supported him.

During the 1998 election, Joseph “Sherap” Ejercito Estrada also won because people wanted him even if he is also another numbskull. Nobody wants an intellectual president like Gilberto Teodoro or Richard Gordon but only those that appeal to their stupidity. When you think about it majority of the Filipino people are to blame for bad politics.

Any good authority figure will do what is right for the country even if the whole country will turn against him. The problem with the Philippines is that most of the politicians are bootlickers and crowd-pleasers. When people continue to want economic overprotectionism the government is most likely to give it instead of weighing the consequences for the long run, such people only think of the economics for the short run. The same goes for why squatters are getting their rights to squat – it’s no thanks that most people in the Philippines choose to be squatter-brained and that they support squatters as merely “informal settlers” when in fact they are a serious problem.

When a good leader does not obey the voice of a majority decision that makes a country go bad it’s not that he is a dictator but a people who truly cares about accountability and responsibility.

If the government starts implementing policies that make the Philippines a real fine country like making civil offenses like those misdeeds mentioned above, just think how many progress will happen. Just think what if people got also fined for littering, vandalism, wasting water, public smoking and the like? I would really think that it discourages bad behavior as it should be discouraged.

I am not saying that the current constitution should criminalize everything like lock people up for littering garbage anywhere or spitting in public but rather, fining them would at least be a reminder. Jailing should be done for habitual civil offenses but not to be locked up with people who did criminal offenses. I could care less what idiots like Etta Rosales will have to say about discipline because they are a bunch of idiots who don’t uphold human rights but only a culture of impunity. Learning to follow simple guidelines is indeed a real straight road to progress and not the stupid Pwede Na Yan system.

I also suggest it’s time the Philippines should really practice caning by different degrees depending on the punishment. Having been spanked whenever I am naughty as a child has helped me become a more decent person in the future.

The stupid DepEd officers should really consider why discipline is so bad in the DepEd schools and in so many public schools where school fights are becoming the norm. The statement is, “Spare the rod, spoil the child.” and that’s what a lot of Filipinos are lacking now, the rod of correction to be whacked at the seat of education. The constitution should really stop its softie behavior, oh I’m the poor victim view and instead cater to what most Filipinos lack and that is discipline.

I don’t care of the United Nations, European Union or any of those sissy international meddlers say that caning is wrong. When caning is done right and according to proper medical procedures and preservation of human dignity then it’s not abuse since it does not mutilate or cause permanent harm to the person.

How do I propose the proper use of caning as a form of discipline for wayward people? A teacher’s stick can be used in schools and should only be whacked on clothed buttocks and the number of strokes should be delivered just enough to register a hard lesson on the person’s head. Just think if people were spanked for disobedience, they would learn to obey. I would suggest that depending on the offense, the caning will either be done privately but if they did a public scandal, cane them openly.

If more people got spanked when they do what is wrong they are most likely going to get that lesson registered into their heads. If those people who hate discipline will kill themselves when caning gets implemented then the Philippines may just be one step to better progress. Sometimes a high suicide rate might be good for a country if those who committed suicide were just liabilities who did nothing but cause trouble.

Not to mention, the government should really start a program where both parents and teachers should be re-oriented about the new face of Filipino society.

If parents and teachers were made to realize that discipline and good character will save their children and students from government caning, then just think how orderly society will be. It’s time to really draw a line between discipline and dictatorship, discipline and child abuse and discipline and Communism. People may say I am a Communist or despotic madman for writing this post but that’s because they hate rules and refuse to differentiate Communism from disciplinary governance.

BREAKING THE BREAKING FAKE NEWS

THE BREAKING FAKE NEWS IS NOW BROKEN!
